With the deepening of reform and opening-up and the advancement of urbanization process,urban transportation is also developing rapidly,and diversified means of transportation have become the driving force for economic development.China's economic development in recent years has also contributed to the traffic progress of China,the world's second largest economy,and become the world's largest transportation center.However,huge traffic congestion has also emerged.It has become a serious issue for municipal administration.Therefore,accelerating the development of urban rail transit is an effective way to solve traffic congestion and improve people's livelihood.China's economic development has entered a new turning point.Domestic cities also have a new understanding and attention to traffic problems.However,according to our previous government-led,government development,government operation mode,has also shown.Many problems,such as inefficiency,serious shortage of funds,excessive hidden dangers in operation.The best way to solve these problems is to actively introduce social forces to concrete operation of the operating tray,which can greatly improve the government = many problems faced by the government.Especially in recent years,the central government has introduced social capital and the policy of introducing social forces for cooperative development.Private capital has become the best way to solve the problem,especially the public-private partnerships(PPPs)has been widely promoted and practiced.Dalian is the most important port city and tourist city in Northeast China,especially the rapid development of the development zones and tourist resorts around Dalian in recent years.A series of potential problems need to be solved.Especially,the rigid demand for transportation makes the traditional transportation resources and tools unable to meet the transportation needs of Dalian city and urban areas.In order to actively respond to the implementation of the policies of the central government,central ministries and provincial governments of Liaoning Province to introduce social capital and coordinate the development of the government,this paper analyses the current situation of Dalian City and alleviates the situation from Dalian to the development zone.With the traffic congestion situation in Jinshitan and the introduction of social capital,the introduction of PPP mode of public management is naturally introduced.Here,taking Dalian Express Rail Line 3 as an example,we describe the investment and financing,development and operation,and later maintenance in the process of project development.This paper first introduces the research background and significance of the project,literature review at home and abroad,research methods and their uniquefeatures.Then it introduces the definition of urban rail transit construction and PPP mode.At the same time,we use new public management theory and methods to outline the PPP mode of transportation operation.Taking Dalian Express Rail Line 3as an example,we introduce the PPP status of Dalian Express Rail Line 3 and its unique features.Finally,we refer to the PPP mode of rail transit construction in other parts of China,and then compare it with Dalian's traffic PPP mode.We can find out the specific experience and lessons from it.Finally,we can make a targeted analysis and summary of the problems and hidden dangers that Dalian's traffic construction may face: in the government,we can use the PPP mode of rail transit construction in other parts of China for reference.In this respect,the government's function orientation is wrong,lack of professional PPP management departments and imperfect supporting laws;in the market,the market supervision system is not complete,the financing channels are too few;in the project level,the development and operation mechanism of PPP mode is not standardized,the profit margin of the project is low,and the compensation system is not perfect.After careful analysis and research,some suggestions are put forward accordingly.Case: At the government level,the government needs to transform its functions and roles,establish perfect PPP operation management departments,perfect relevant laws and regulations,establish good risk awareness;and from the market level,establish effective market supervision and guidance,broaden investment and financing channels;at the project level,optimize and improve the development process of PPP,broaden project revenue,and establish perfect compensation.Preferential policies,etc.The adoption of PPP model in Dalian's development and construction of fast track line 3 can not only greatly relieve the financial pressure of the financial sector,give full play to the dual advantages of the government and market operators,improve the level of transportation construction,management and operation of Dalian,provide the best solution of public goods in a low-cost way,but also improve the public image and credibility of Dalian.It also promotes the perfection of PPP mechanism,accumulation of experience,enhancement of the transformation of government functions,improvement of government management level,and full-time supervision and management of the market.
