With the rapid development of urban economy,the restriction of ecological environment to urban economic and social development has become increasingly prominent.People have come to realize that the city has been creating wealth at the same time,it has been a long time in the haze of environmental degradation,and is increasingly causing people's panic and thinking.Industry is the carrier of economic activities,we should attach great importance to its relationship with the ecological environment,optimization theory and practice of the traditional industrial structure is to realise economic efficiency as the ultimate goal.it brings great pressure to the ecological environment.Under this background,the research of ecological culture is gradually recognized by more and more people,and the concept of ecological culture is integrated into the optimization of industrial structure.To deal with the contradiction between industrial structure adjustment and ecological culture construction,and to transform the industry to the ecological structure,development and cultivation is the inevitable choice to achieve the healthy and sustainable development.Medium and small cities is an important part of the urban system,and it is the best practice area to build a harmonious city and realize the sustainable development.By the end of 2014,in a broad sense,small and medium-sized city directly influence and radiation area accounted for 97.3% of the land area,the total population is 85.4% of the total population of the country,and the total economic output accounted for 84.7% of the total national economy.Therefore,in-depth study of China's large number of small and medium sized cities industrial structure optimization problem has a very important practical significance.At this stage,Hengshui,as a common and typical representative of the small and medium-sized cities,has the same problems.Among them,the contradiction between economic development and energy consumption and environmental pollution has seriously restricted the further development of Hengshui's economy and society,especially the extensive mode of development exacerbated the contradiction.One of the main reasons for this contradiction is the current Hengshui traditional industrial structure mode,it emphasizes on economic and social development,ignoring the limitation of energy and resources in the ecological environment and the limit of environmental carrying capacity..In order to make economic development and environmental protection to achieve the best state of mutual coordination.to achieve sound and rapid development of Hengshui City,we must re-examine and adjust the industrial structure of Hengshui City,and construct a new industrial structure model for ecological culture.Firstly,this paper reviews the content and current situation of ecological culture and optimization of industrial structure In domestic and abroad,analyzes the theoretical basis of ecological culture and industrial structure optimization,and argues that the industrial structure from the perspective of ecological culture is low energy consumption,low pollution,low emission,low input,high efficiency,can be recycled,It is also called the scientific and ideal industrial structure.Then taking Hengshui city as the research area,the paper analyzes the current status of the industrial structure and ecological culture in Hengshui city.And focus on the coordinated development of economy and ecology,this paper established the evaluation index system of the level of industrial structure from the perspective of ecological culture.Based on the establishment of the index system,this paper evaluates the level of industrial structure in Hengshui City with the method of entropy method and compares Hengshui with the other five small and medium-sized city in Hebei province.Then,the article deeply studies the industrial structure level of 12 counties(districts,cities)in Hengshui City,and analyzes the existing problems.Finally,based on the analysis results,the paper put forward the idea and policy suggestion of optimizing the industrial structure of Hengshui City,give advice and suggestions for the sustainable economic and social development in Hengshui city,explore the new path for the optimization of the industrial structure of our country small and medium-sized city.
