Since new century, the research on how to optimize and upgrade industrialstructure is gradually transforming from theory to practice. The main task of ourcountry in the next period, which is based on the theory of changing the patterns ofeconomic growth, is to propel the development in important areas of west China andareas where minorities live. Chairman Hu Jintao indicated:” We should takepropelling the economic structural adjustment as the strategic focus of changing thepattern of economic growth, try our best to propel industrial restructuring, to perfectmodern industrial system.” Economic pattern contains industrial structure, pattern ofownership, patterns of investment and consume. However, industrial structure is thebasis of all the above, we can call it “the origin of all patterns of ownership, patternsof investment and consume. This article aims at discussing the standard of how toevaluate the optimum and upgrade of industrial structure. I hope this article canpropose some helpful advice to the new industrial structure in national areas during“The twelfth Five Years’ Plan”, so that we can propel the transformation of economicgrowth in those areas. Enshi Autonomous Prefecture, which lies between the centralpart and the western part of China, has its obvious edges, when accepting the transferof industry of east China. Selecting a pattern of industrial development which is bestfor Enshi, is the key to realize the purpose of “leapfrog development” in this area.This paper is composed of six parts. The first is the introduction including thebackground, the meaning, the research situation inbound and outbound, the maintheoretical principle, research methods, the innovation and the technology roadmapof this paper, etc. The second is the summary of the theory concerned, which consistsof the connotation, the principle, and theory of the optimization and upgrading of theindustrial structure, etc, the third is the analysis of the industrial structure in EnshiAutonomous Prefecture, including The Brief Introduction,The Current IndustrialStructure and The Grey Relational Analysis of tertiary industrial structure.The fourthpart is the system for evaluating the optimization and upgrading of the industrial structure in Enshi Autonomous Prefecture, including the principle and methods ofchoosing a evaluating indicator, the design of the system,the analysis of eachevaluating indicator,etc, the fifth is the systematic evaluation for this system ofevaluating indicator, mainly begin with the overall evaluating indicator and cases inEnshi. The last part of the conclusion includes summary and prospect.
