With the arrival of the information age and the development of knowledge economy,technological innovation plays a more and more important role in the increasingly fierce international competition.In a situation where traditional development is losing its advantage,it is extremely urgent to change the mode of economic development and upgrade the industrial structure.And technological innovation plays a particularly important role in this process.Due to the evolution of economic globalization,besides relying on independent R&D input,the improvement of a country's technological innovation level cannot be separated from the absorption of international technology spillover.OFDI is an important channel for international technology spillover.Although China's OFDI started late,it has gradually caught up with the developed countries.China has become one of the major players in the world market.At present,China's technological innovation level has a gap with developed countries'.How can China obtain international technology spillover through OFDI? Whether OFDI has improved technological innovation level in domestic? Problems like these follow.Firstly,this thesis defines relevant concepts and elaborates the theoretical basis.After that,the feasibility of the technology innovation effect and the path of reverse technology spillover of OFDI,and the mechanism of OFDI influencing the technological innovation level of the motherland are analyzed.Then the current situation of China's OFDI and technological innovation are analyzed respectively.On the basis of analysis above,empirical test is conducted.Based on the data of China's provincial-level panel from 2003 to 2015,the influence of international R&D spillover through OFDI on the level of technological innovation in China was investigated.The results of empirical tests show: Firstly,China's international R&D spillover through OFDI has significant technological innovation effect.However,compared with the investment in independent R&D,the positive impact on improving the level of technological innovation in China is weaker.Secondly,the technological innovation effect of OFDI in China has a great difference in regions of different developing degree.The effect of technological innovation from Chinese OFDI is most pronounced in western China and Central China take the second place,while the effect is unapparent in eastern China.Thirdly,when technological innovation level is measured by the number of authorized patent applications with higher original requirements or more obvious breakthrough to the old technology,the effect of technological innovation from Chinese OFDI is weaker.As a result,the government should make independent R&D input and international R&D spillover coordinate with each other,pay attention to the unbalanced development of technological innovation in China and encourage and guide OFDI in developed countries and high-tech industries.
