Study On The Effectiveness Of Local Commercial Banks In Carrying Out Social Responsibility

In the development of social and economic affairs,local commercial banks play a more important role,as the main force of economic development,they are important participants of our socialist market economy,in the pursuit of profit maximization is the internal stakeholders to create interests at the same time,also want to external stakeholders such as government,enterprise and customers,such as the social public to assume corresponding social responsibility.As a miniature of the social development and progress in recent years,local commercial banks to fulfill social responsibility is more and more attention,in the context of increased attention,fulfill social responsibility form,content,also in constant development and rich.In the process of concrete practice,the construction of social responsibility mechanism is perfect due to the advanced management concept,high degree of external concern and wide scope of business.Is different from the large commercial banks,although local commercial banks to fulfill social responsibility is a growing awareness of the whole,but also largely belong to nature "self-discipline",and the performance of the conscious spontaneity is not strong,the internal mechanism is imperfect,the pursue benefit maximization and other factors,the effect of this kind of "self-discipline" is not obvious.Public management,based on the theory of "social responsibility" and othercommercial banks as the research foundation,three local commercial banks in sunan area as the research example,by means of quantitative analysis of entropy weight method and so on,the research in the perspective of public management effectiveness of local commercial banks to fulfill social responsibility.In this paper,the local commercial bank performance evaluation index of the social responsibility from the vertical and horizontal two dimensions are calculated respectively,and the calculation results are analyzed and compared,respectively to three banks perform the overall level of social responsibility and individual differences are analyzed in a comprehensive evaluation,evaluate the overall level of local commercial banks to fulfill social responsibility,and individual performance is not balanced,the volatility of the influence to the whole individual indicators.According to the analysis of the evaluation results,in this paper,the local commercial banks perform discusses and analyzes the problems in the process of social responsibility,think public supervision and examination mechanism imperfect,the administrative department lacks operability;Lack of unified supervision standards and the phenomenon of long supervision;Guide the regional imbalance,and heavy macroscopic light micro,the terminal conduction is not free.The local commercial banks themselves still have internal mechanism,which is influenced by the macro environment or interest,and does not attach importance to the soft index.Combining these deficiencies,this article from the public administration department how to better regulation to guide local commercial banks to fulfill social responsibility put forward the policy advice,to the legal system of compulsory as a driving force,improve self-discipline consciousness of the local commercial banks,improve the performance of the guarantee mechanism of social responsibility;to comprehensively improve the effectiveness and comprehensiveness of public administration supervision;to enhance the role of local government and industry associations,establish effective financial supervision and enforcement departments.Also,it should be improved by the local commercial banks themselves,establish a good mechanism,internal and external use,thus effectively improve the effectiveness of local commercial banks to fulfill social responsibility.
