Research On The Status Quo And Sustainable Development Of China's Marine Economy

The development of the marine economy is an important component of the strategy of "Making a Strong Ocean." China has a good endowment for the development of the marine economy,and it is endowed with unique advantages in ocean resources,location,sea and land related industries and human resources.At the same time,the development environment of our country's economic development under the current new normal state has undergone profound changes both externally and internally.The country's marine economic development has undergone profound changes and opportunities.With the continuous advancement of the marine industry,research on marine economy has gradually moved from theory to practice.Conducting studies on the sustainable development of the marine economy will help us to accurately grasp the level and status of the marine economy and provide important reference for the future formulation of the national marine economic development strategy,marine resource development strategy and marine environmental protection policy.This article systematically analyzes the development of the marine industry from the aspects of economic development status,industrial structure,social development conditions,and technological innovation level.Combining qualitative analysis with quantitative analysis,the evaluation of sustainable development of marine economy capacity is divided into level evaluation and efficiency evaluation.Using the AHP method in the comprehensive evaluation method of the system,by constructing evaluation indicators for the three subsystems of marine economy,marine society,and marine resources and environment,the scale,level,and trend of the development of marine economy in the country as much as possible,and the level of sustainable development of the marine economy Make evaluations and evaluate the development of the coupling coordination degree of the three subsystems.Using data envelopment analysis,we-evaluate the sustainable development efficiency of the marine economy from the perspective of input and output.The conclusions are as follows:Since entering the new normal,China's marine economy has already bid farewell to rapid growth,and the growth rate of the marine economy has continued to decline,but overall it has maintained a steady growth trend.The level of marine economic development varies from province to province;the industrial structure adjustment has undergone positive changes from 2011 to 2015.The proportion of the tertiary industry in the oceans has further increased,but in the context of the new normal economy,the proportion of marine secondary industries,which mainly supply production-producing raw materials,has been reduced.By the year 2011-2015,the level of sustainable development of the marine industry in China has been generally stable,but it has been steady.As for the rising trend,the index of marine social subsystems is higher than other subsystems and is an indicator that has a large impact on the level of sustainable development of the marine industry.From a functional perspective,the level of scientific and technological management,employment of population,and quality of life have the greatest impact;the overall degree of coupling coordination among the economic subsystems,social subsystems,and resource and environment subsystems of China's marine economy for sustainable development is generally poor,and both are in an imbalanced state.The degree of comprehensive coordination among various provinces and transitions has been increasing year by year;from 2011 to 2015,although the total sustainable efficiency value of marine economy in coastal provinces and cities in China is less than 1,but greater than 0.8,it shows the efficiency of sustainable development of marine economy in coastal provinces and cities in China.The technical efficiency is 0.9 and the scale efficiency is 0.92,both at a relatively high level.There are about 80%of coastal cities with input-output problems,and comprehensive technologies are relatively ineffective.By analyzing the influence of different input indicators on overall efficiency,it is concluded that the level of technological innovation has the greatest influence on the sustainable development of the marine economy.
