| Under the background of the vigorous development of information technology in the country,the marine management departments of our country have basically established an information system covering business functions.However,due to the lack of unified planning,there are problems such as data barriers and insufficient humanization in the information systems.In order to solve the above problems,this paper chooses the information service platform of A Ocean Bureau as the research object,and makes a comprehensive analysis of the whole process of demonstration,development and application of the information service platform of A Ocean Bureau.By visiting the relevant personnel of different systems such as the functional departments,developers and service objects of A Ocean Bureau,a large number of first-hand information can be obtained.Through case study,this paper firstly analyses the problems existing in the informationization of A Ocean Bureau,including the complicated operation of information system,the insufficient humanization of interface,the unreasonable establishment of institutions and the lack of relevant systems,the lack of overall coordination,the serious problem of information islands,and the shortage of informationized talents.Then summarize the positive significance of A Ocean Bureau in improving marine administrative management through information service platform,including: improving marine administrative management ability and work efficiency,promoting the standardization of marine administrative management,improving the overall and coordination of marine administration,and improving information integration capability.Eliminate information islands and promote the construction of information-based talents.Finally,it summarizes the successful factors of the construction of information service platform of A Ocean Bureau,including changing ideas,strengthening service consciousness,optimizing work flow,perfecting rules and regulations,based on the current situation,making full use of advanced information technology,seizing opportunities and improving personnel quality.Through the study of the information service platform of A Ocean Bureau,the article puts forward the Countermeasures for the construction of China’s marine integrated information service platform.First,eliminate the data barriers between information systems,formulate unified system development norms to ensure that the system data developed in different functions and at different times can be shared.Second,establish service awareness and provide users with efficient and personalized services.Fully meet the customization requirements of occasional major projects and meet the daily requirements of users at different levels;Third,further improve the relevant rules and regulations to ensure that relevant departments,personnel and business of information systems are in accordance with the rules;Fourth,adjust the organization settings and business processes,and make use of the advantages of information technology,without changing or minimizing changes in the actual situation of the organization,to pass through.Through system process reengineering,we can eliminate duplicate functions among departments,blind areas of management,and the problem ofprocrastination and lengthy process.Fifth,carry out various forms of training and propaganda activities to improve users’ information acquisition ability and system operation level,and enhance the professional ability and enthusiasm of employees.Sixth,make full use of advanced information technology to build a solid technical foundation for platform construction. |
