Digital city is a derived concept of "digital earth", and also is the inevitable result of the development of information science and information technology. As an important fundamental and key resource of national economic and social development, basic geography spatial data includes all kinds of natural resources information and social and economic information, which provides the resource guarantee for government managementing, auxiliary decision making and enhancing the city management and public service level. Also it plays an important role in the construction of government departments at all levels in the information system."Digital City" is built on the basis of basic geography spatial data, to realize the circulating, sharing and interoperating of basic geography informational data, to create a good environment for all types of main city working, living and leisuring, and to provide better geographic information service for society.Since2006, National Administration of Surveying, Mapping And Geoinformation have launched a project named "digital city construction and application pilot of geospatial framework", and required the construction of digital city fully completed by the end of2015. So far, hundreds of cities have completed and launched this project.Based on the background of the project of Kunming digital geospatial framework for the construction of public service platform, the main research contents are as follows. Determine the objectives and contents of the project construction according to its construction background and research needs. Study and design the overall structure and functional structure of Kunming geospatial framework public service platform. Analysis geocoding technology. Introduce the address-matching methods and processes. Construct standard address model, combined with the actual situation of address data in Kunming, Study the two address matching method which locate the street and locate the region, respectively. Introduce unnumbered difference algorithm to realize the address matching. From the perspective of data quickly show, describe the current map cache mainstream technology and design a platform for slicing tool. It is based on ArcGIS secondary development, using C#development tools, and supporting the continued cutting map tiles. More convenient than ArcGIS mapping software that comes with quick-cut, It could achieve different scale map tiles to generate quickly. As the current cognitive models of geospatial information for the geographical entity model, It used object-oriented geographic spatial models, more expressive, easy to be understood and accepted. According to geographical entity data extraction rules, design a more simple entity algorithm, aiming at processing line for communicating entities.Finally, the process of public service platform construction of characteristic service personalized map customization were analyzed in detail and the realization method was given. Users customed map service according to their own needs. Such service not only improved the efficiency of map service, at the same time, different functional roles commissioned Bureau data obtained from the platform was not the same, which greatly enhanced the security of data. It indicated that the public service platform of Kunming achieved the expected design requirements, through the diaplay of GIS function in platform section and performance test of the system.
