Since the beginning of the 21 st century,in the tide of reform and opening up,the country’s economy has been advancing rapidly,and the governance of the ecological environment has gradually been paid attention to by the public.In response to General Secretary Xi’s two-mountain theory that "green water and green mountains are the golden mountains and silver mountains",the state has worked hard to manage the environmental problems of modern society.The river system was born as the water governance and protection came into being.In 2003,Changxing County,Huzhou,Zhejiang took the lead in trying out the river system for urban rivers in the country,establishing a four-level river system and achieving major environmental protection results.As one of the six major tasks of river system,river bank management and protection is necessary to evaluate the development and utilization of shoreline resources in order to efficiently develop and utilize the shoreline resources.This article is based on the project of "health assessment of important rivers and lakes in Heilongjiang Province" as a data source,aiming at the ecological environment status,socio-economic status of the Dongliangzhu River in Harbin City,as well as the development of the coastline,combining domestic and international inland riverbank and harbour coastline resources To evaluate the theoretical research achievements,carry out an evaluation study on the current development and utilization of the Dongliangzhu River channel resources in Harbin.The research content and results are as follows:(1)Combined with the current research status of coastline resource evaluation at home and abroad,as well as the existing natural environment,economy and development of the existing coastline of the Dongliang Pearl River,a multi-level evaluation model is established: the first target layer is the river system The resources of the lower river bank;the second criterion layer is the three criteria of natural environmental conditions,social and economic conditions and the status quo of development and utilization;the third indicator layer determines 13 evaluation indicators based on the principle of indicator selection.(2)Considering that the analytic hierarchy process is greatly affected by subjective factors,and in view of the large number of evaluation indicators,this paper adopts the method of coupling the analytic hierarchy process and the entropy weight method to determine the weight of each index,which not only guarantees the subjectivity of the index weight but also guarantees In order to improve the objectivity,and finally calculate the comprehensive weight.(3)Based on the fuzzy optimization method,the relative superiority of five townships in the East Liangzhu River Basin is calculated,and the final evaluation results can reflect the development status and deficiencies among townships.The evaluation model is basically consistent with the actual situation of regional development in case studies,and can objectively reflect the future development direction of the region.
