On the speech of 19 th National Congress of the Communist Party of C hina,General Secretary Xi Jinping raised that,our party was devoted to the development of ecological civilization and construction of beautiful C hina.Industrial pollution is the greatest part of contaminant,so industry is the main battlefield of cutting pollution emissions.In the background of supply-side structural reform,we'll try our best to put advise of cutting industrial pollution emissions by founding theories on the factors of cutting industrial pollution.This thesis wrote in the base of learning other theories,I selected several explanatory variables which contained three supply-side variables: technical effect,structure effect,scale effect.I tried to put advise in this thesis by using panel data to learn the relation of different provinces between the three supply-side variables and industrial pollution.First of all the thesis introduce China's status of industrial pollution,then I selected three supply-side variables by learning other theories.The agent variables of "technical effect" are "energy consumption per unit GDP" and "energy intensity",and "struc tural factors" are "the proportion of heavy industrial output value to the total industrial output value",and the agent variable of "scale effect" is "per capita GDP".After learning,I built data models and collected the data which may be used in the research,the data came from C hina Industrial Statistics Yearbook,China Environmental Statistics Yearbook,C hina Energy Statistics Yearbook and other statistics yearbooks of provinces.29 provinces in C hina are divided into four parts in the East,middle,West and northeast,and the descriptive analysis of the industrial pollution emission and production of the four parts by the fold line statistics.I built fixed effect model after Husmantest,Based on the least square estimation I drew conclusion that The e mission of industrial waste water,industrial sulfur dioxide and the production of industrial solid waste had a positive correlation with the proportion of heavy industry.And the three variables had negative correlation with technology.The relations between he emission of industrial waste water,industrial sulfur dioxide and GDP per capital just liked EKC,but the production of industrial solid waste had a positive correlation with GDP per capital.Finally,path analysis and effect simulation are carried out based on the conclusions obtained from empirical study.On the basis of path analysis and effect simulation,some suggestions on industrial pollution reduction are put forward from the perspective of government and enterprises.Government should lead a innovation of industrial structure,and cut industrial pollution emissions by law-making.Pollution tax and grant-in-aid were helpful to cutting industrial pollution emissions.Technological innovation and promotion of new energy can make companies have b reakthroughs in technology.For the companies strengthening value chain,world-wide cooperation,acquiring advanced technology,applying advanced technology were all helpful.
