CH company in order to meet the national environmental protection,energy conservation situation,beg development needs to survive,only enhance the level of equipment,improve innovation and efficiency ability to adapt to the market economy,to survival and development.Therefore,the elimination of backward production capacity,new technology projects is imperative.As the CH company offsite technology projects put into operation in June 30,2011 shut down the CH company HZ branch old smelting system.New smelter high level of equipment,high degree of automation,advanced technology,and less employee needs,only a small part of the staff can shunt placement to a new smelter,most employees need to use other ways to shunt placement.CH company HZ generations with branch staff in a business,diversion of surplus staff and constraints suffered by many,has a complex and arduous.Shunt placement related to social stability,stability maintenance employees,business interests,improper shunt placement,will result in adverse social impact,and even hinder the development of CH company.Research resettlement CH company HZ shunt branch staff has important practical significance.Firstly,employees shunt placement related laws and regulations to sort out learning through literature research,analysis shunt placement applicability of laws and regulations,research diversion methods,ways and means.And then combined with the actual situation of corporate relocation,collected old smelting system HZ branch employees historical data,historical background,the new smelter employees demand conditions,in-depth analysis and detailed case study of theory and practice from the perspective of a combination of research,analysis CH company HZ Branch shunt difficult surplus staff,subject to factors,ways and means of diversion of surplus staff;and finally to summarize the successful experience of shunt placement of surplus staff.This paper studies the problem of rehousing staff shunt,innovation summarizes the staff shunt placement problems inherent laws:the law,compliance shunt placement,establishing an objective mechanism manifest surplus staff,the scientific development of the internal working mechanism early retirement,relying on union power,good crisis PR and preparation.The study could provide reference for similar disperse surplus enterprise personnel.
