Research On The Delineation And Control Of Ecological Protection Red Lines In Northern Shaanxi

The red line of ecological protection is the minimum space that must be strictly protected in the aspects of national and regional ecological security and sustainable development of social economy.Ensuring the health of the people,promoting the ecological function and the efficient utilization of resources and improving the quality of environment.The red line of ecological protection provides specific spatial scope for ecological environmental protection in northern Shaanxi.Based on the ecological environment characteristics,the red line area is classified in detail,which provides the basis for the scientific management and control of the ecological protection red line.Based on meteorological data,remote sensing data,soil data and land use data,the importance of ecosystem service function and ecological sensitivity are taken as the main evaluation indexes by means of remote sensing and GIS.To establish a red line demarcation system for ecological protection in northern Shaanxi,and delineate the red line for ecological protection in northern Shaanxi.From the angle of ecological resilience,the red line of ecological protection is divided into five categories.Combined with the natural environment of the region,the social and economic characteristics of the red line area of ecological protection are concerned with the establishment of targeted control measures.It is of great significance to maintain the sustainable development of the red line area of ecological protection.The main contents of the study are as follows:(1)In the delineation of ecological protection red main importance of ecosystem service function and ecological sensitivity evaluation.Based on the evaluation of ecosystem service importance calculated by the CASA model based on NPP index,soil erosion evaluation of ecological sensitivity calculated by the RUSLE model as the main index.The importance of ecosystem services including water conservation,soil conservation,windbreak and sand fixation.The conservation of biodiversity and ecological sensitivity include soil erosion,land desertification.(2)The ecological protection red concentration distribution in the study area in the north and south,the central area is less.The ecological protection of the red line area mainly located in southern Yanan and Maowusu Desert Area,the red area is 16793km2,accounting for 18.8%.The total area of Huanglong County in the red area accounted for 85.7%.The maximum ratio of Suide,Wubao and Mizhi County,accounting for the smallest part.Red ecological protection area mainly covers the water conservation ecological function areas,agricultural ecological function area and desertification control ecological function areas.(3)During the study period,the ecological resilience in the red line area of ecological protection in northern Shaanxi was higher than that in the north and low in the north,showing an upward trend.The overall ability of resisting external disturbance was enhanced.The mean value of ecological resilience in the red line area from 2000 to 2015 was 0.14,0.22,0.15and 0.23,showing the fluctuation of "N" shape.The quality of the ecological environment has been significantly improved.Based on ecological functional division,the ecological red line is divided into five main categories,and combined with ecological resilience to comprehensive classification.The five main types are:desertification control red line,agricultural ecological red line,soil erosion red line,soil erosion red line,water source conservation red line,which account for 29.3%?15.1%?15.5%?8.4%and 31.7%of the total area of the red line area respectively.Combined with the classification of ecological resilience,it can be divided into 24 subclasses.(4)According to the present situation of ecological environment and the classification of ecological resilience in Northern Shaanxi,the corresponding control measures were made for the red line of ecological protection after classification.The main ecological measures of vegetation restoration are implemented in the area of weak and weak resilience force of red line of desertification control,vegetation restoration is carried out in the region of weak and medium resilience force of agricultural ecological red line,and the protection of cultivated land is emphasized.Vegetation restoration engineering measures were carried out in the weak resilience zone of soil erosion red line,and the landscape diversity was improved moderately in the weak resilience zone of water conservation red line,and the main protection objects were forestland and forbidden development zone.At the same time,ecological,economic and social benefits are considered.
