Since the reform and opening up,Chinese economic has developed rapidly and achieved an annual growth rate of nearly 10%,which can be called "world miracle".However,the miracle is at the expense of high energy input,high consumption,and high environmental pollution.At the present stage,it is of great practical significance to study the relationship between regional energy efficiency and economic development for speeding up the construction of China's two types of society and improving the level of ecological civilization.From the current research progress,some studies have begun to focus on the relationship between energy efficiency and economic development.Most scholars believed that the improvement of energy efficiency will reduce the level of energy consumption in production,improve output efficiency,increase the contribution of total factor productivity to economic output,and thus promote the economic development mode from the past "Factor-Driven" to "Innovation-Driven".However,these studies generally ignored the importance of environmental factors for the transformation of the mode of economic development in the process of energy utilization.Energy efficiency not only contain the meaning of energy economic efficiency,but also the lower environmental hazards.From the perspective of environment,the improvement of energy efficiency also means a reduction in SO2,CO2 and other environmental pollutant emissions.It will to some extent promote the mode of economic development to "low pollution and low emission".Unfortunately,previous studies of energy efficiency and economic development mode are still inadequate on this issue.In this paper,the environmental pollution variables are included in the framework of energy efficiency analysis.The EBM-DEA model is used to measure the energy efficiency of each region in China.This paper empirically examines the impact of energy efficiency under environmental constraints on the economic development mode,using dynamic spatial panel models.The results show that China's economic development mode has obvious spatial correlation and path dependence.Compared with energy efficiency without environmental constraints,the impact of energy efficiency under environmental constraints on the economic development mode is more obvious,which also shows that if the environmental pollution improvement effect is neglected,it will underestimate impact of energy efficiency on the transformation of economic development mode.In terms of policy,in order to improve the level of energy efficiency and speed up the transformation of economic development mode,on the one hand,we should encourage the government to increase investment in energy technology innovation,pay attention to the cultivation of energy technology talents,and create a favorable policy environment for energy technology development;on the other hand,it is necessary to further improve the performance appraisal system and the accpollutionountability system of pollution abatement,strengthen the control of environmental.In addition,in order to speed up the transformation of economic development mode in backward areas,we must actively build interregional collaboration platform,strengthen exchanges and cooperation among different regions,and give full play to the exemplary role of advanced areas.All regions also need to change the GDP-oriented government assessment methods and performance evaluation methods.In order to get rid of the constraints of original mode of development,it is necessary for all regions to establish a practical scientific and technological innovation and green development incentives.This will help these regions as soon as possible to get rid of the incentives and strengthen the mechanism of original economic development mode.
