Research On The Selection Of Environmental Governance Policies In Jiangsu Province Based On Performance Evaluation

With the improvement of the economic level,environmental problems have been paid more and more attention.However,according to the 2016 global environmental performance index report.China's environmental performance ranking is lagging behind,air pollution and industrial pollution are serious,and the environmental situation is notoptimistic.This situation hinders our country's transition to the intensive economicdevelopment model,and also affects the people's quality of life.How to further promote environmental governance and develop a more efficient environmental governance policy has become a problem that governments at all levels need to think about.This paper take Jiangsu Province as an example,under the guidance of relevant theory and environmental performance evaluation method system,this paper explores the choiceof coordinated and efficient environmental governance policies.First of all,sort out the current situation of environmental governance in Jiangsu Province,clarify the main body,key areas and implementation process of environmental governance in Jiangsu province.Secondly,the environmental performance index(EPI)is used to carry out the comprehensive assessment of Jiangsu's environmental governance.It includes establishing the performance evaluation index system of environmental governance in Jiangsu Province,collecting data from 2006 to 2016,standardization of data processing,empowerment of indexes,calculation of Jiangsu environmental governance performance index of government governance,enterprise governance and public participation in Jiangsu Province,and the comprehensive performance of environmental governance in Jiangsu province.According to the results,it is found that the implementation of the government's environmental governance policy.is weak,the incentive to participate in the enterprise environmental governance is insufficient,and the rights and obligations of the public environmental governance are not unified.Finally,according to the corresponding problems,combined with the formulation of environmental governance policies in Jiangsu over the past years,the corresponding policy recommendations for improvement are put forward.Specifically,it includes three aspects:strengthening the implementation of environmental governance policies,improving market driven environmental governance policies,and expanding public participation in environmental governance policies.Through the analysis of Jiangsu's environmental governance policy,it will provide some references for the improvement of environmental governance policies in various regions of China.
