Performance Evaluation Of Environmental Governance Policy Tools

Environment is the prerequisite for human survival and development.The rapid development of our economy and society inevitably leads to the excessive use and destruction of the environment,which leads to the sharp increase of environmental pressure and the increasingly severe environmental situation in our country.At the same time,the government formulates environmental policies constantly,and adopts a series of environmental control measures and means to control pollution while encouraging environmental protection and promoting sustainable development.From the scientific outlook of development,to advocating the construction of a resource-conserving and environment-friendly society,and"Lucid waters and lush mountains are invaluable assets",after 40 years of reform and opening up,China has basically established the system and framework of environmental policy,which can effectively control environmental pollution,and develop and use environmental resources more reasonably and efficiently,so that promote the development of China's economy and society more comprehensive,coordinated and sustainable.Environmental policy instruments are the ways and means for the government to carry out environmental governance,and the bridge to effectively achieve the objectives of environmental policy,and more importantly the key to the success of environmental governance.How to choose and choose which environmental policy instruments to control and protect the environment and resources more effectively plays a key role in the achievement of the goal of environmental governance.Through the methods of literature research,comparative analysis and qualitative and quantitative analysis,this paper first expounds the connotation,identification and classification,selection and evaluation,effect and performance of environmental governance policy tools,and then adopts the criterion of combining the subjectivity of environmental policy tools and the strength and weakness of policy tools to divide environmental policy tools of China into three categories:government regulation,economic incentive and public participation.The characteristics and advantages and disadvantages of these three types of policy instruments are analyzed from the perspectives of effect certainty,compulsion,dynamic efficiency and static efficiency.Japan,a developed country with similar historical background and human environment to China,and EU countries with higher marketization degree are selected as foreign cases to analyze their characteristics.Their excellent experience of environmental policy tools can be used for reference in China's environmental practice.Finally,using GRA-VAR model for quantitative analysis,this paper chooses China's total emissions of environmental pollutants as the target of policy tools,that is,the explanatory variables of the model.Each kind of policy tools chooses three specific sub-indicators,which is a total of nine indicators as explanatory variables,to evaluate and analyze the environmental governance performance of the three types of policy tools.Through the analysis results of GRA-VAR model,it is concluded that among the three kinds of environmental governance policy instruments,economic incentive policy tools have the highest grey correlation and impact on environmental governance,that is,the highest level of environmental governance performance,and the type of government regulation are the second,and the type of public participation are the third.Based on the actual application of the three kinds of policy instruments,the corresponding policy suggestions are put forward.In the application of government regulation policy tools,the government should improve the policy system of environmental management,and improve the maturity of market economy to improve and enrich economic incentive policy tools,and at the same time increase the breadth and depth of citizens' participation in environmental governance to improve the application effect of public participation policy instruments.
