Problems And Countermeasures Of Environmental Governance Policy Implementation In Huaian City

Ecological environment provides the most basic conditions and guarantees for human survival and development,which is also related to the long-term stability of the country.In recent years,in order to implement the environmental protection policy,Jiangsu Huai’an has always put green ecology in the first place,and has always insisted on improving the local environmental quality and alleviating the local air pollution,water pollution and land pollution.To do a good job of pollution prevention and control in environmental protection and the participation of the whole people,it is necessary to formulate environmental control policy objectives,perfect relevant policies,strengthen the implementation of environmental control policies,and ensure the practical results of pollution prevention and control work in Huai’an.The implementation of environmental governance policy is the key link in realizing the established policy goal of environmental governance,and the effect of implementation determines the result of the final environmental policy.Based on the theory of public goods,externality and public policy implementation,the concepts and applications of environmental governance and policy implementation are expounded through literature research,case analysis and interview.Through the actual investigation of the implementation of the air pollution prevention and control policy,water pollution prevention policy and soil pollution prevention policy in Huai’an City,it is found that there are some problems in the implementation process,such as the deviation of the understanding of the policy content of the executive subject,the fragmentation of the implementation organization structure,the inadequate protection of policy resources and the insufficient participation of the public.The reasons is that the executive body’s comprehensive quality is not high,lack of supporting mechanism,the unclear responsibility of power and responsibility inversion,the insufficient investment of policy resources and the imperfect mechanism of public participation.It is hoped that the research of this paper can lay a theoretical foundation for the solid promotion of Huaian pollution prevention and control work.
