Research On Government Procurement Management In Dali Erhai Lake Pollution Interception PPP Project

In recent years,public-private partnership mode(PPP mode)is widely employed in the investment projects of Chinese government with more than two billion yuan invested in the cooperation nationwide by 2017.If a cooperation project can succeed is decided by the private party to a certain degree.Therefore,it has been a tough nut for government at all level to find an appropriate private enterprise so as to achieve the goal of cooperation when putting the PPP mode into practice.And the inappropriate targeting and organizing in PPP projects give rise to the problem that despite lots of contracts are signed,it is difficult to implement them,of which one principal reason is the poor performance of government in procurement.The PPP project of pollution control of Erhai Lake in Dali City,Yunnan Province has been listed as one of pilot projects of national PPP project in the second phase in 2016.The project brings the advanced technology and high efficiency of its partners into full play through good management of government procurement.As a result,the large amount of capital badly required to control the pollution of Erhai Lake was successfully raised and the efficiency of the project was thus improved.The project,hence,is studied in this essay by analyzing the way,problem and solutions of the government procurement,which can serve as a role model for other PPP projects.In this essay,the PPP project of pollution control of Erhai Lake is studied in depth with theories of government procurement in PPP projects applied and reference to domestic and foreign literatures as well as some practical cases to draw some lessons from project's succession.First,to strike a balance between return and the target of enterprise benefit,of the investment and return between two parties and between government's expenditure and financial capacity.Second,to focus on the three key elements of government's procurement,namely appropriate structure of property right,moderate return on investment and risk-taking to a properly degree.Third,to change the role of government to provide professional guidance for the whole process.And the key factors of government procurement in PPP project are recognized by analyzing those existing problems.And the viewpoint that the whole process of government procurement should be brought under control and the corresponding solution to improve government procurement in PPP project are put forward in this essay.
