The Influence Of Erhai Lake Pollution Control To The Surrounding Communities And The Research Of Adjustment By Residents

This paper takes Gusheng Village,Wanqiao Town,Dali Prefecture,Yunnan Province as the field point.It mainly describes the impact of the pollution control policy of Erhai Lake on the local communities along the Erhai Lake since April 2017,as well as the local people's production and life.Aspect of the adaptation process.As a microcosm of China's comprehensive promotion of ecological civilization construction since the 18th National Congress of the Communist Party of China,the Dali state government is determined not to sacrifice the environment as the cost of developing the economics of ethnic minority areas,and to control the Erhai Lake a with the courage and determination of "a strong man to break the wrist".This article will take time as the main line and diachronically present the adjustments made by the villagers along the surrounding communities of the Erhai Lake due to the needs of the country in different periods.Taking the ancient village as a microcosm,the villagers along the Erhai Lake and the Erhai Lake are producing the dynamic change from "to" to "point".In recent years,fisheries,agriculture and tourism have gradually become the most important livelihood activities of local communities at different time periods,but the implementation of the current pollution control policy in the Erhai Lake has come to an abrupt end.The pollution control policy of the Erhai Lake has affected the production and life of the local people:the policies at the production level include farmland circulation and tourism closure,and the livelihood of the local people was forced to be interrupted.The males in the family had to go out to work in the city.Women and the elderly rely on others to obtain new ways of income in the village;at the living level,the policy of changing the source of drinking water and stopping construction and demolishing the houses in the village due to the pollution control needs of the Erhai Lake,so that the villagers can get rid of the Erhai Lake in their livelihood Later,on the psychological level,it gradually became a distance from the Erhai Lake.In order to cope with the problem of drinking water,the local villagers spontaneously formed a mutual aid organization that transported water at the foot of Cangshan Mountain.The policy of stopping and demolition of houses in the village caused the local traditional marriage methods and pension system to be affected.The form of marriage that "does not recruit or marry" began to prevail.From the description of pollution control in Erhai Lake,it can be seen that although the local government focuses on the treatment of the ecological environment of Erhai Lake,it ignores the subjective will and actual needs of local villagers,and the top-down management mode is likely to bring more acute problems.In the process of villagers' adaptation to the new social environment,there are various contradictions caused by the competition for limited resources within the community.And the generation gap and separation within the family because of the change of living style.After the disruption of livelihood choice and survival logic,local villagers spontaneously and unconsciously joined together as a whole,adjusted their survival strategies in the form of mutual assistance in response to the pressure of the real situation,and sought for "bottom-up" dialogue and game participation with the government.This paper believes that the national policy in the implementation process cannot ignore the subjective will of the local people and local folk knowledge,top-down community management will cause confusion in the local community order and family structure.Economic development at the expense of the natural environment is not advisable,but environmental protection at the expense of local traditional culture is by no means a wise choice.In the process of implementation,national policies should pay full attention to the adaptation issues between local people and policies,and at the same time make full consideration of sustainable development after policy implementation.
