An Empirical Study On The Impact Of Environmental Regulations On The Upgrading Of My Country's Industrial Structure

After four decades of reform and opening up,China has become the second largest economy in the world.But what behind the rapid development is the environmental pollution problem increasingly serious.Serious environmental problems,has seriously hindered China's economic and social sustainable development.In order to solve the current serious environmental problem,the Chinese government has launched a series of stricter environmental protection measures.In addition,when the economic and social development into a new stage in our country and "adjustable structure,promote the transformation of" the critical period,to develop the service industry,promote industrial structure from the labor-intensive shift to technology and capital intensive is the top priority of the economic development in China.So,can the increasingly stringent environmental regulations promote the optimization and upgrading of industrial structure so as to achieve the double dividend of environmental protection and structural adjustment in China?This is the main problem in this paper.In this paper,we comprehensively reviewed the relevant literatures about environmental regulation and industrial structure upgrading and found out the research methods and research angles of this paper.Secondly,we constructs a more comprehensive and systematic environmental regulation index through entropy method to explore the effect of environmental regulation on industrial structure upgrading.Then,considering the diversity of current environmental regulation mode in our country,we further investigate three different ways of environmental regulation how to effect the industrial structure upgrading so as to provide some theory basis for government how to take more effective environmental regulation.Finally,because of the political centralization,fiscal decentralization in our country and give priority to economic growth in the system of performance appraisa,the local government officials may develop the high pollution and high energy consumption industries in order to obtain the short-term economic interests.Therefore,through the threshold regression model,we further explore the environmental regulation how to affect the upgrading of industrial structure the different regional of economic growth.This article is based on the national 30 provincial panel data from 2003 to 2014 to carry on the empirical analysis.The empirical results of this paper show that the environmental regulation is conducive to the optimization and upgrading of China's industrial structure in the case that other variables remain unchanged.Compared with the terminal method of environmental regulation,it is more effective to promote the upgrading of industrial structure in China based on the source control of environmental regulation.In different growth areas,environmental regulation have a different effects on industrial structure upgrading,and in high growth area,the role of environmental regulation is limited.In view of the above major research conclusions,the policy implications of this paper are as follows:the government should moderately strengthen the intensity of environmental regulation,and give play to the effect of environmental regulation.Adopt a more appropriate environmental regulation mode,promote the environmental protection shift from the end to the source control.Environmental protection should be included in the promotion assessment system of local government officials.
