Research On The Impact Of Dual Environmental Regulations On Technological Progress And Upgrading Of Industrial Structure

Environmental pollution not only causes economic losses,but also destroys the ecological environment and leads to health risks.With the increasing number of channels for the public to express their demands,environmental issues have gradually become a topic of common concern from all walks of life.At present,China is in the critical period of transforming the mode of economic development.Therefore,balancing economic development and environmental protection,promoting technological innovation and promoting industrial transformation have become the direction of common discussion of all sectors of society.In view of the above background,this paper will classify the environmental regulation system based on the regulatory body as the standard.Firstly,the mechanism of dual environmental regulation on technological innovation is analyzed theoretically,and the simple game model is used to deduce the strategy choice of enterprises.Secondly,based on the panel data of 29 provinces and cities from 2001 to 2017,the FGLS model was used to test the two types of innovation effects of dual environmental regulations,and the nonlinear relationship between the impact of regulatory intensity on technological progress and green product innovation ability was tested,and the regional heterogeneity was analyzed.Finally,the upgrading of industrial structure is divided into rationalization and upgrading of industrial structure.By introducing regulatory variables,the influence mechanism of dual environmental regulations on the two stages of industrial structure upgrading is investigated,and the difference of the influence mechanism is compared.Through the above analysis,the main conclusions obtained in this paper are as follows:(1)The theoretical results show that the relationship between dual environmental regulation and technological progress and green technological innovation is non-linear.However,the empirical research finds that formal environmental regulation has "U" shaped impact on technological progress at the overall sample level,while the "U" shaped impact on green technological innovation is still not established.Informal environmental regulation has an inverted "U" shaped innovation effect on both.At the same time,informal environmental regulations need to rely on the formulation and implementation of formal regulatory measures to play a better role,which can promote formal environmental regulations to achieve the goal of innovation effect more quickly,that is,they form a compound effect with formal regulations.(2)There is a difference between formal environmental regulation and informal environmental regulation on industrial transformation and upgrading.The impact of formal environmental regulations on the rationalization of industrial structure is in a "U" shape,and the impact on the advancement of industrial structure is in an inverted "U" shape;informal environmental regulations promote industrial structure Rationalization and advancement,and dual environmental regulations have an indirect impact on industrial upgrading by influencing technological progress,foreign investment,and international trade.(3)There are differences in the impact of dual environmental regulations on technological progress in different regions.Specifically,for regions with backward economic development and relying on resource endowments,the role of dual environmental regulation is not obvious.Based on the above conclusions,this paper makes the following policy recommendations.Our country should pay attention to the balanced development of environment,resources and economy,actively promote the upgrading of industrial structure,and build a green industrial system.Therefore,it is necessary to actively optimize the environmental regulatory policy system and formulate different environmental regulatory policies based on regional characteristics.Both green waters and green mountains must be invaluable.At the same time,attention should be paid to the effect of public opinion,unblocked channels for public feedback and communication,and exert public ownership.To encourage them to spontaneously join the process of building a beautiful home.At the same time,strengthen environmental protection and innovation subsidies,improve the treatment of environmental professionals,and provide a platform for talent development to promote our country’s economic development as soon as possible.
