Research On Government Safety Supervision Issues And Countermeasures Of Xinjiang Chemical Construction Project

Due to its vast territory and rich resources,Xinjiang has a strong attraction to light and heavy industrial enterprises for a long time.With the launching and implementation of the "one belt and one way" national strategy,Xinjiang,as the core area of the "one belt and one road’ strategy,under the support of national level and the local policies,and also with the advantages of abundant resources as well as low coal prices and electricity prices,its chemical industry is being in a period of rapid development in the past ten years.The chemical enterprise itself has the characteristics of high technical requirements and complete environmental supporting facilities;with the guiding ideology of sustainable development,that is"natural environment are invaluable assets",compared with the characteristics of high pollution,high energy consumption and high risk of chemical enterprises,the construction of chemical enterprises needs to be closely integrated with the government’s regional economic planning,which is essential for detailed supervision and regulation in the process of chemical construction projects.The government in our country have always attached great importance to the work of safe production at all levels;every year,the government invests a lot of manpower,financial and material resources in the work of safe production.However,the current situation of safety production in construction is not optimistic,every year there are heavy losses,adverse impact of major accidents in safety production,resulting in direct casualties and great economic losses,and also indirectly affected the healthy economic development and social harmony and stability.Therefore,work safety issues become particularly important in today’s rapid economic development.In this context,it is particularly important to explore a government supervision system suitable for the situation of production safety in the chemical engineering construction field in Xinjiang.This paper was written by using field research,comparative study,literature research and other methods,and combined with practical work experience.This paper consists of five parts,the first part mainly elaborates and explains the background,significance,research trends at home and abroad,research purposes and methods;the second part mainly elaborates some basic concepts involved in the paper and the theoretical basis of public management;the third part analyses the current situation of production safety in China’s construction supervision and management system,starting from the current situation of safety production in national construction projects,focusing on the analysis of current work safety supervision and management system in Xinjiang’s chemical engineering construction,elaborating safety supervision and management mode of the chemical engineering construction in Xinjiang;the fourth part mainly elaborates the main problems existing in the government safety supervision of chemical engineering construction projects in Xinjiang from the aspects of the imperfect legal and institutional system,the low level of government supervision cooperation and management,the weak government safety supervision and management force,and the existing problems in the process control of safety supervision;the fifth part,starts mainly from the analysis in the fourth part,from the government to speed up the improvement of relevant laws and regulations and improving the supervision system of chemical engineering constructions,optimizing the working mechanism of government departments and strengthening information construction,improving the efficiency of government supervision and strengthening the construction of safety supervision team,paying more attention to the process control of safety supervision,etc.aspects some feasible solutions are proposed.Especially in the work mechanism of government departments and the construction of information technology,through providing higher authorities with proposals,the chemical engineering constructions safety supervision of Xinjiang Autonomous Region’s information technology is going to be improved day by day,and made a positive contribution for the chemical engineering construction safety of Xinjiang.In this paper,the key factors restricting the healthy operation of the management system was found out and ultimately achieved the "right medicine"through multi-channel,multi-level,multi-faceted analysis,and also in-depth analysis of government safety supervision mode deficiencies in Xinjiang’s chemical engineering construction projects.From the government level,we should promote the unified management,overall coordination and systematic operation of the safety supervision of chemical engineering construction projects,give full play to the government’s functions,prevent the occurrence of heavy and major accidents in production safety of chemical engineering construction projects,and thus promote the healthy development of safety production of chemical engineering construction projects in Xinjiang.
