With the development of industrialization in modern times, the chemical industry is increasingly becoming an indispensable industrial sectorof the national economy and social life, and inherent security issues of chemical production has always troubled people. China is in the process of development among industrialized, The new features chemical industry production itself presents make the prevention of chemical accidents increasingly complex, while China’s chemical production safety supervision and management system has not be established and improved. As the mainbearer of public administration and the main providers of public services,the government has the responsibility of leading to establish an effective chemical safety supervision system, to achieve this goal, there are still many problems to be solved. In this paper, the behavior of local government regulation of safety in the chemical industry was the research object, selecting this chemical province of Shandong Provinceas the representative. With the integrated use of theoretical analysis, case studies, literature research, interviews and other research methods, this studyanalysedShandong Province chemical safety regulatory status quo and problems, comparingand learning from the experience at home and abroad, to find solutions, put forward suggestions for improvementandprovide samples for the improvement of safety production supervision system of local government in China.First, theoretical analysis was made to clarify the responsibility of the government in the chemical safety production supervision, and the difficulties and complexity the supervisionfacedwasclearedby the survey. In this paper, market failure, the complexity of the technology and society, the socialist market economy with Chinese characteristics and risk management theory were used to explore the status and role of government in the chemical production safety supervision. At the same time, through the analysis of chemical production and chemical characteristics of accidents, weobtained the complexity of chemical safety accident prevention and the difficulties it faced to improve the regulatory.Secondly, it wasdescribed in this paper that what the situation of Shandong Province chemical production is andhow the supervision system and the regulatory mechanism ofShandong chemical industry production safety run, also, sampling survey was conductedfor Shandong chemical accidents in recent years and interview were made with expertsrelated to Shandong chemical safety to obtain the issues and vulnerabilities in government regulatory including regulatory system was imperfect, policies and regulations needed to be strengthened, security planning was not in place, the regulatory infrastructure construction was lagging behind the information, emergency rescue system lagged.Finally, based on comparison and reference of domestic and foreign chemical safetyeffective regulatory practices, the principle of chemical production safety supervision to be followed in Shandong Province wasestablished, and 6aspects of suggestions were provided for improving government regulation, which were establishment of community-based accident prevention and control system, planning reasonably and strictly, implementing the regulatory responsibilities, strengthening capacity building of the supervision team, improving the level of information regulation and innovate means of supervision and management,he regulations, norms, reasonable layout, strict access, implementation of regulatory responsibility, strengthen team building, improve the level of regulatory information, we recommend innovative regulatory approach, improve the emergency rescue system and other aspects of the 7, to provide the basis and reference for improving government regulation and improving the emergency rescue system.
