Research On Public Opinion Risk Identification And Countermeasures For China-Myanmar Oil And Gas Pipeline Projects

With the increasing investment of Chinese enterprises in southeast Asia and other countries,the investment of Chinese enterprises shows the characteristics of expanding the scope of investment,diversifying the fields,diversified cooperation modes,and serious public opinion crisis.Especially the public opinion crisis becomes seriously.The increasingly rapid development of risk situation of public opinion has caused huge negative impact on society and enterprises,especially for multinational enterprises,which paid a heavy price for the improper measures adopted in dealing with public opinion.Myanmar is an economically backward country in southeast Asia,which has political instability,ethnic and religious conflicts and other problems.Investment by Chinese enterprises in the region mainly focuses on oil and gas resources,mineral exploitation,power industry,infrastructure construction and other fields,while the investment in these fields is mostly facing criticism from Myanmar society for "damaging the environment","human rights abuses","robbing resources"and "breaking the law".Several large Chinese investment projects in Myanmar have been repeatedly opposed,protested and even shelved by the Burmese public.It can be seen that the impact of the risk of public opinion may lead to very serious consequences,and the research on the risk of public opinion of the project is particularly important.In view of this,in order to better protect the interests of Chinese enterprises overseas and promote the harmonious development of the economy,society and environment of Chinese enterprises and host countries,this paper chooses China-Myanmar oil and gas pipeline project as the research object to study effective public opinion risk identification and countermeasures.This paper first summarizes the public opinion risk and related literature of project risk management,and on this basis summarizes the public opinion risk management cases of typical projects of enterprises involved in Myanmar,and summarizes relevant experience and lessons.Then,the public opinion risk of the China-Myanmar oil and gas pipeline project is identified from the perspective of the internal and external of the enterprise with the combination of Delphi method and other methods,different risk types are identified,and the risk level is evaluated.Finally,based on the identified risk of public opinion and the evaluation results,the corresponding risk prevention and response measures are proposed,in order to better solve the risk of public opinion in the China-Myanmar oil and gas pipeline project and promote the smooth development of the construction of the oil and gas pipeline project in China and Myanmar.Meanwhile,it provides reference and reference for the same type of enterprises and project public opinion risk management.
