In recent years,industrial enterprises have created a lot of economic value while also being the main source of pollution emissions in China.It is important to promote industrial enterprises to make green innovation transformation and improve their green innovation efficiency for environmental protection.Environmental regulation is an important policy tool to deal with environmental issues in China,but the implementation is often affected by fiscal decentralization,so in this context,what role does differentiated environmental regulation play in the efficiency of green innovation?Since there is policy "imitation" among governments,is there a spatial effect of this role? This paper uses theories to reveal the underlying mechanism between fiscal decentralization,environmental regulations and green innovation efficiency,and examines the differential effects of different environmental regulations on green innovation efficiency under the condition of fiscal decentralization to provide suggestions for local governments to formulate environmental regulation policiesThe Yangtze River Economic Belt spans several provinces and cities in China from east to west and has obvious geographical advantages.However,in recent years,the problem of pollution emission has been very serious while developing the economy.Therefore,based on the data of provinces and cities along the Yangtze River Economic Belt from 2008 to 2017,this paper adopts Super-DEA model to measure the industrial green innovation efficiency of each province and city.Then,through constructing a spatial econometric model,this paper explores the relationship and spatial correlation among fiscal decentralization,environmental regulation and industrial green innovation efficiency.The results show that :(1)The regional differences of industrial green innovation efficiency are obvious,and the provinces and municipalities in the lower reaches of the Yangtze River have the highest efficiency.(2)Command-and-control environmental regulations can promote green innovation in industrial enterprises,but there is an inverted U-shaped relationship.Economic incentive-based environmental regulations have a disincentive effect and then a promotion effect.Socially conscious environmental regulations can promote efficiency to a small extent.(3)When considering the role of fiscal decentralization,mandatory policy instruments and economic instruments have inhibitory effects on industrial green innovation,while socially conscious environmental regulations with public power as the main body can play a promoting role,and all three environmental regulation instruments have positive spatial spillover effects.Based on the above conclusions,under the current fiscal decentralization system,it is necessary to optimize the performance appraisal indicators of local government officials,improve the policy system of environmental regulation and strengthen the cooperation of environmental protection and innovation between regions,so as to improve the efficiency level of green innovation of industrial enterprises.
