As the tank capacity is getting larger and larger,once oil and gas leaks such as oil run,run,drip,and leak occur,encounter an ignition source such as an open flame caused by illegal smoking,an impact spark caused by working with a iron appliance,or use a non-explosion-proof electric appliance.The resulting electrical sparks,etc.,will lead to serious fire and explosion accidents,which will lead to serious casualties,economic losses and environmental damage,with catastrophic consequences.Therefore,evaluating the risk level of oil depot and controlling the risk level of oil depot is the need of energy strategy security,and is a major event related to national energy security,people's livelihood and people's life and property safety.It is an important task for current petroleum and petrochemical industry managers and researchers.The main research work is as follows:(1)The general situation of M oil depot is introduced from three aspects:geographical location,natural conditions,construction scale and layout of M oil depot.Risk identification of M oil depot is carried out around material hazard and harmful characteristics,oil and gas deflagration hazard,environment hazard,pump depot hazard and other process equipment hazard.Finally,risk assessment of M oil depot is carried out based on the principle of risk assessment unit division,which lays the foundation for the risk assessment in the future.(2)The accident tree of oil tank fire and explosion is constructed.The minimum cut set,minimum path set and the structural importance of basic events are obtained by qualitative analysis of the tree.The failure probability of basic events is determined based on the fuzzy mathematics,and the probability of top event is calculated on the basis of considering the correlation of events.Finally,the failure possibility analysis of storage tank area is realized.(3)Using the PHAST software to establish the tank leakage model,and comparing the software simulation results with the experimental results to verify the reliability of the model;based on the constructed model to simulate the hazard range of the tank fire and explosion,and analyze the atmospheric stability,wind speed,The influence of air humidity,leakage hole equivalent diameter,leakage point height and fire dam area;multivariate nonlinear fitting and sensitivity analysis based on simulation results,respectively to find out the dominant range of impact pool fire and vapor cloud explosion damage factor.According to the simulation results,the simulation analysis is carried out for the leakage consequences of possible working conditions,prone to working conditions and most dangerous working conditions,and the classification and affected areas of dangerous areas under various working conditions are obtained.(4)Qualitative risk assessment of other units(loading and unloading system,auxiliary system,personnel operation system and safety management system)in M oil depot except storage tank area is realized based on set pair analysis method.(5)According to the above quantitative and qualitative risk assessment results,the accident prevention measures and accident control measures of M oil depot are put forward,and the emergency plan of M oil depot is improved.
