Tianfu International Airport Oil Depot Risk Assessment

In the chemical industry, the oil depot plays an important role in the storage, transportation and supply of oil. However, due to the flammable, explosive, volatile, toxic and other characteristics of petroleum products, it brings a great potential danger to the oil depot operation. Therefore, the risk evaluation of oil depot to find the hazards and weak links in management, the control and elimination of oil in storage and transportation, filling and technical guarantee of safety factor in the process to protect the safety of oil depot and the surrounding people's lives and property, ensure the smooth operation of oil depot operation has become urgent.According to the domestic and foreign existing technical specifications for risk assessment and functional characteristics, on the basis of investigation and analysis of the existing oil depot safety evaluation method, this paper firstly analyzed the existing identification of airport depot risk factors and divides the risk assessment unit of the oil depot, the safety of the main equipment was analyzed by using the pre risk assessment method.Then, safety check list analysis was used to evaluate whether the design of oil depot is in conformity with the specification.Secondly, by using fault tree analysis,we found out the main reasons of the fire and explosion accidents,valuated the weak link of safety management, and calculated the structural importance of each factor; finally, for the airport depot hazard core site-storage area, through the model of pool fire, Dow chemical fire model, calculation model of vapor cloud explosion and calculation model of BLEVE fireball,the paper successively analysed the damage caused by the heat radiation and overpressure to the human body and the building after the leakage and explosion of a single oil tank,and defined the critical radius.Combined with the actual construction of Tianfu international airport depot, through the risk evaluation, this paper has found out the dangerous and harmful factors in each link of the operation of oil depot of different workplaces.Through a series of quantitative assessment method, the extent of the damage was determined as light level, the exact impact range of the explosion accident was defined.According to the evaluation results, in view of the layout of safety, equipment and facilities safety, fire safety facilities of the airport depot,the article has put forward the decision making measures in the supplement and perfection,which has practical significance to the construction and operation of airport depot.
