Research On The Problems And Countermeasures In The Emergency Management Of Rural Natural Disasters In Tongnan District

From the beginning of the 21 st century,unconventional emergencies occur frequently.It has become a serious problem for governments around the world to deal with various unconventional threats and challenges regarding social stability and security.Natural disasters are important emergencies.Among them,earthquakes,typhoons,forest-fires,floods and other major natural disasters caused by the world’s governments public management events are frequent,causing hundreds of thousands of deaths every year.According to statistics,China’s annual direct economic losses from natural disasters have been around 200-300 billion CNY since 2015,and in some years exceeded 500 billion CNY.China is a large agricultural country with a rural resident population of about 560 million.Compared with urban areas,rural areas have complex natural environmental conditions,fragile ecological environments,and backward economic development,so the impact of natural disasters is huge.The accelerating industrialization and urbanization in the current transition period have become important incentives for the frequent occurrence of fragile rural ecological and environmental disasters.Failure to properly respond to natural disasters in rural areas and to manage emergencies may exacerbate rural poverty,widen the income gap between urban and rural areas,and pose huge challenges to the healthy development of our economy and political stability.From the response to SARS in 2003,China has made great progress and achievements in government emergency management.Governments at different levels of provinces,cities,and counties all have successively issued local emergency regulations and revised emergency plans.For example,on July 1,2012,Chongqing issued and implemented the “Chongqing Emergency Response Regulations”.However,in response to natural disasters,the grass-roots government has maintained the basic management method of “blocking the water to cover the soil”.The early-warning and monitoring capabilities are lagging behind,and the preparation of material guarantees is inadequate.The grass-roots people lack basic understanding of disasters and basic disaster relief skills.Tongnan District is an important agricultural area and the main vegetable supply area of the main urban area in Chongqing.The rural area of Tongnan district is vast,the agricultural population exceeds 550,000,which accounts for 58.2% of the region’s population.Natural disasters of Tongnan district are mainly droughts,heavy rains and floods,as well as hail,low-temperature freezing,and landslides.In 2013 and 2018,Tongnan distric suffered heavy rains and floods twice,Although there were no casualties,property loss was serious.Improve the emergency management capability of Tongnan district government,it is important to protect the safety of personnel and property in the rural areas of Tongnan districtBased on the actual situation and the law of natural disasters,it is important to improve the rural natural disaster emergency management system in Tongnan District by relying on modern management consciousness and scientific and technological methods.This article firstly starts from the research on the current situation of emergency management of rural natural disasters in Tongnan District,then combines the theory of natural disaster emergency management with case analysis of heavy rainfall and floods,and draws on the relevant experience of foreign emergency management to analyze the existing problems in emergency management of Tongnan District,finally puts forward suggestions and countermeasures to improve rural natural disaster emergency management in Tongnan District.It should be pointed out that we must attach great importance to the construction of a government-led emergency management system,which is the most important force in responding to natural disasters.Through testing in practice.We will continuously improve the government’s emergency management capabilities,thereby ensuring the safety of people’s lives and property Social stability.
