State owned enterprises play an important role in China's economy.In 1978,the Third Plenary Session of the Eleventh Central Committee opened the prelude of reform and opening up,and made it clear that China's economic system is the common development of public ownership as the main body and multiple ownership.This meeting is also the beginning of SOE reform.In 1984,the Third Plenary Session of the 12 th Central Committee proposed to enhance the vitality of enterprises.In 1993,the Third Plenary Session of the Fourteenth Central Committee proposed to establish a modern enterprise system.In 1999,the Fourth Plenary Session of the 15 th Central Committee put forward the reform of shareholding system.In 2003,the Third Plenary Session of the 16 th Central Committee began to carry out the reform of mixed ownership.With the development of the reform,the state-owned enterprises gradually grow and mature,and become an important part of the national economy.However,the reform of state-owned enterprises is not over,and it is still in the stage of deepening.In 2013,the Third Plenary Session of the 18 th CPC Central Committee put forward a new direction of reform,transforming the management system of state-owned assets and the authorized management system of state-owned capital,transforming the supervision mode of state-owned assets from "managing people,managing assets" to "managing capital",and the formation or reconstruction of state-owned capital investment and operation companies is the specific form.With the gradual establishment of state-owned capital investment and operation companies,the functions of group headquarters began to change,that is,the management and control of subordinate subsidiaries changed.Group control includes operation control and financial control.This paper mainly studies the optimization of financial control to make it more in line with the new requirements of state-owned capital investment and operation companies.First of all,through the analysis of the research background,selecting H group as the case object,this paper determines the research topic of this paper-"the optimization of H group financial management and control system".Then,through literature review,we understand the research scope and conclusions of the existing literature,and determine the analysis framework based on the theoretical basis.Analyzing the motivation of optimizing the financial control system through field research,and optimize the financial control system in combination with the motivation.Finally,the conclusion and suggestions are summarized.According to the policy requirements,the author first analyzes the new requirements for the establishment of state-owned capital investment and operation company,including two aspects: taking capital as the link and the function transformation of the headquarters;and then through the field research to understand the relevant situation of the reorganization of state-owned capital investment company of H group and the current financial control system.Based on the analysis of the current financial control system of the enterprise,the existing problems in the group's financial control system are found,including the unreasonable structure of the board of directors,the backward concept of financial control,the lack of scientificity,the multi-level group,the low efficiency of decision-making and the lack of financial control means.Combined with the motivation,and according to the binary model of the existing literature management control system,it is considered that the optimization of H Group's financial control system should be carried out from two aspects: the mechanism to ensure the control function and the mechanism to enhance the exploration function.Ensure that the control functions are analyzed starting with standardized systems and processes.Enhance the exploration function to improve learning ability and creativity as the starting point for analysis.At the same time,combined with the new requirements put forward by the state-owned capital investment company and the problems existing in the financial control system of the case object.Then from the personnel,supervision,culture three aspects of the financial management and control system optimization measures.Finally,the conclusion is drawn that h group should ensure the control function of the financial control system by standardizing the financial control system and adding comprehensive budget management means,and enhance the exploration function of the financial control system by reallocating rights and adjusting the structure of the board of directors.At the same time,it is supported by safeguard measures: improving personnel quality,strengthening audit supervision and strengthening cultural construction.
