Research On The Poverty Reduction Effect Of Rural Environmental Governance

It is the most arduous task for building a moderately prosperous society in an all-round way to ensure that the poor people in rural areas can get rid of poverty as scheduled by 2020.At present,it is in the critical period of poverty alleviation in China.How to realize the coordinated development of environmental protection and poverty alleviation and development in rural areas and prevent the poverty-returning phenomenon is the focus of all sectors of society.Since the 18 th National Congress of the Communist Party of China,the Chinese government has actively innovated the poverty alleviation and development mode,among which ecological poverty alleviation and healthy poverty alleviation have become the important policy measures vigorously implemented in the poverty alleviation work of our country.Through the improvement of rural ecological environment,ecological poverty alleviation has improved the carrying capacity of ecological environment corresponding to economic growth,while healthy poverty alleviation has enhanced the ability of income generation and independent poverty alleviation through the improvement of healthy human capital of poor residents.Both of them are important measures to ensure our country's win out of poverty and promote the construction of new socialist countryside.Meanwhile,They provide guidance for clarifying the important role of rural environmental governance and healthy human capital in poverty alleviation and how to realize the coordinated development of rural environmental governance and poverty alleviation.According to health demand model and relevant economic theories,the improvement of environmental quality is helpful to improve the health of residents,and the improvement of healthy human capital is the primary guarantee for residents to get rid of poverty,which shows that healthy human capital plays an important role in the connection between rural environmental governance and poverty reduction.Therefore,it is of great practical significance to clarify the poverty reduction effect of rural environmental governance and the positive role played by healthy human capital in this process,so as to accelerate the poverty alleviation and development process and promote the construction of ecologicalcivilization in rural areas.Based on the review of the research results of domestic and foreign scholars on the relationship between environmental quality,health and poverty,this paper clarifies the concept of rural environmental governance,reviews and combs public finance theory,the Environmental Kuznets curve,health demand model,ability poverty theory,the theory of poverty,population and environment and other related economic theories.Secondly,this paper introduces the process and achievements of rural environmental governance and poverty alleviation and development in detail.It not only summarizes the characteristics and achievements of each stage of rural environmental governance and poverty alleviation and development,but also analyzes the domestic achievements and international contributions of rural environmental governance and poverty alleviation.In theoretical research,according to the relevant economic theory,this paper expounds the direct effect of rural environmental governance on poverty reduction,the indirect effect of rural environmental governance on health human capital,the indirect effect of health human capital on poverty reduction,and the intermediary effect of health human capital in the process of rural environmental governance affecting poverty reduction,and puts forward the research hypothesis of this paper.In empirical research,based on the data of 30 provinces and cities in China(excluding Tibet,Hong Kong,Macao and Taiwan)in2006-2017,this paper uses dynamic panel model to study the poverty reduction effect of rural environmental governance,and uses intermediary effect model to study the role of healthy human capital in the mechanism of rural environmental governance affecting poverty reduction effect.In addition,the robustness test is carried out by replacing the explained variables,which proves the reliability of the empirical results.According to the research of this paper,the basic conclusions are as follows:(1)the current poverty reduction effect and healthy human capital will be affected by the previous period.(2)There is an inverted U-shaped relationship between rural environmental governance and poverty reduction effect which means in the early stage of environmental governance,the government can help to reduce the poverty population and improve the rural residents' income by strengthening the renovation ofthe rural environment.However,with the continuous advancement of the governance process,it will not achieve the expected positive effect to drive the rural poverty reduction by the environmental governance.(3)Rural environmental governance is conducive to the improvement of healthy human capital.(4)The improvement of healthy human capital is conducive to the reduction of the rural poor.(5)Healthy human capital plays an intermediary role in the impact of rural environmental governance on poverty reduction.Based on this,this paper also puts forward the corresponding policy suggestions.First,implement the development mode of combining environmental governance with economic development.Second,increase the financial expenditure of rural environmental governance and clarify the direction of financial fund use.Third,promote agricultural technology innovation and follow the path of green and sustainable development.Fourth,strengthen the construction of medical services in rural areas and ensure the residents' health human capital.
