"Disaster Preventional" Community Planning Study Based On Stormwater Management In Coastal Cities

In recent years, More greenhouse gases are produced by the large-scale cityconstruction and global warming is further intensified. This phenomenon has anegative impact on the balance of the eco system of the earth, and began to threatenthe ecological environment of human life. In this background, the safety problem ofthe city becomes more and more serious, with the increasing frequency of extremeweather and climate events. Meanwhile, The eastern coastal metropolis,such asTianjin,Shanghai,Shenzhen,also have problems on proportion of floating population,Municipal infrastructure construction,etc. Now,Coastal cities is facing more complexhazard in effect of multiple disaster-inducing factors.The community in Binhai New Area was selected as the research object in the study.The core of community is the residential land,other facilities include shopping malls,schools, parks, parking,etc. It is the most important part of the city,and the mostaffected area in the disaster. Study on community disaster prevention can compensatefor the lack of city comprehensive disaster prevention system,and promote theconstruction of disaster prevention system from the bottom up.Firstly, the types and characteristics of the main disaster community are summarizedthrough the study of relevant cases, documents and data.Secondly, Hazards inherentrelationship is seen as an entry point，the pattern of “Disaster preventional”community planning based on stormwater management is proposed in order tomanage disasters.Finally,based on field research and questionnaire survey,implementation frameworks and contents of “Disaster preventional” communityplanning are completed by means of “social marketing” theory from two aspects:existing community and new community.Application Strategies of “disaster preventional” community planning contains twoaspects of structural measures and non-structural measures: In structural measures,Planning and transformation of stormwater management facilities are the maincontent. In addition, It also contains the optimization strategy status of communitycomprehensive prevention system, such as optimization, emergency shelter disasterisolation system planning and disaster relief channel transformation etc.In non-structural measures, Optimization of system and policy supplement is proposedfrom the aspects of community planning system, disaster management, publicparticipation system and marketing cooperation, and "soft foundation” conception ofsmart “disaster preventional” community is created on the basis of "open sourceplatform".
