At present,most of the domestic coal and railway transportation companies are facing the situation of transition from traditional coal transportation to the “great logistics” of the new era,in order to comprehensively promote the reform,development,transformation and upgrading of coal railway transport enterprises,and establish effective incentives and constraints under the new normal.In order to enhance the value creation capability of enterprises,enterprises must change their development models,reform their management systems,and continuously explore and seek scientific,comprehensive,and sustainable development of corporate management methods.With the development of modern enterprise management system,performance appraisal has gradually become an important management tool that can be applied in enterprise management.The Balanced Scorecard is a popular international performance assessment method that has been widely applied to performance management in modern companies.Compared with traditional performance appraisal methods,first,the Balanced Scorecard incorporates the company's strategic objectives into the performance appraisal system,which effectively promotes the smooth implementation of the company's strategy in the actual production and business activities.Second,the Balanced Scorecard is from the financial,customer,and The four dimensions of internal operations,learning and growth are to formulate assessment indicators,combine financial indicators with non-financial indicators,and comprehensively measure corporate performance,avoid over-emphasizing financial indicators and trigger short-term behavior,and promote sustainable development of enterprises.Railway transport enterprises,as the basic industry of the national economy,should also advance with the times,introduce strategic thinking into performance management,effectively use the Balanced Scorecard to build a performance assessment system,and improve corporate management capabilities.This article takes the national energy prospecting group DaZhun Railway Company as an example to analyze the existing performance appraisal system,find out the existing problems,combine the actual production and operation,introduce the Balanced Scorecard to optimize the existing performance appraisal system,Provide certain reference for performance management of the national energy prospecting group DaZhun Railway Company,improve enterprise performance management level,reduce management expenses,enhance enterprise competitiveness,and increase enterprise value,and at the same time,evaluate the performance of coal railway transportation enterprises in the same industry.Provide successful experience.The research content of this paper is mainly divided into five parts.The first part elaborates the research background and significance of the paper and combs the research status at home and abroad.The second part mainly introduces the basic theory of performance assessment and balanced scorecard.Knowledge;the third part,taking the national energy prospective group DaZhun Railway Company as an example,in-depth analysis of the current status of the company's performance appraisal and existing problems;the fourth part is the performance appraisal system of the national energy prospective group DaZhun Railway Company.Optimize the design part,use the Balanced Scorecard(BSC)to extract company performance indicators,and establish the weight of the performance assessment indicators through the AHP;the fifth part is the implementation and application of the performance assessment system,which mainly introduces the performance assessment index scores.Calculation method,score and application.
