Research On The Problems And Countermeasures In The Practice Of The "River Chief System" In My Country

Since the Reform and Opening-up,China's economy has been developing at a sustained and high speed,with the living standard of people continuously being improved,but the ecological environment has become increasingly serious.In the face of the increasingly deepening environmental contradictions,especially the prominent problems of water pollution,how to control water pollution poses a new challenge to our government and the formulation of future development policies.Water environment management should not only resolve the contradictions of administrative authority,material resources,financial resources and human resources of water-related departments,but also accelerate the formation of linkage mechanism and rational allocation of resources among various departments of water environment management.In May 2007,Wuxi City,Jiangsu Province,put forward the “River Chief System” for the first time.This innovative system has been implemented with considerable achievements,making the quality of the water environment significantly improved.In December 2016,the “River Chief System” was popularized and implemented in China in an all-around way.As these futher practices show,the “River Chief System” has also exposed some drawbacks and shortcomings.If these problems could not be solved in a timely and reasonable manner,undoubtedly,it would affect the future development of the “River Chief System”,and the governance and protection of the water environment in our country would also be affected.This article is devoted to exploring and perfecting the countermeasures of the “River Chief System”,to make the “River Chief System” play a better role in practice.On the basis of expounding the meaning,characteristics,concept,thinking and accountability mechanism of the “River Chief System”,this paper affirms the value and advantages of the “River Chief System” for water environment management,and points out that the problems highlighted by the “River Chief System” in terms of responsibility implementation,management scope,overall coordination,capital investment,etc..And the reasons for the following problems have been explored,such as the unsound enough legal system,the unclear enough water boundary,the imperfect enough co-ordination among departments,and the weak implementation of the ecological compensation mechanism in the watershed.Based on these analysis,the practical countermeasures to perfect “River Chief System” have been looked for,from the aspects of perfecting the laws and regulations of the “River Chief System”,establishing a long-term working mechanism,establishing a complete supervision mechanism,and establishing a scientific evaluation mechanism,etc..These measures being taken in the implementation of the “River Chief System”,the quality of the water environment could be continuously improved,and the ability to control water pollution could be increased as well.Only in this way can we gradually meet the growing needs of the people for a beautiful ecological environment.
