Research On China's "River Chief System" System

After a long period of exploration and institutional innovation,the "river chief system" has gradually developed into a management operation mode that takes the main leadership of the party and government as the responsibility core,and combines the bureaucratic system with the territorial responsibility.This paper,by means of system analysis and system theory,draws lessons from the theory of system change and the theory of collaborative governance,and actively explores the institutional arrangement behind the basin governance model of "river length system".Starting from the current situation of river basin management,this paper shows that the key to the effective improvement of water environment is the system in China.On this basis,from the organization form of authority main body,the content of the working mechanism of compensation,examine the accountability system,supervision and incentive way four plates,consider "long river" the defects existing in the system of river basin management,combining the principle of fairness and efficiency,optimization of environmental governance,legal system,to water in the field of ecological compensation mechanism,to set up professional incentive system and dynamic evaluation system.
