Since the 18 th CPC National Congress,the meaning of "Lucid waters and lush mountains are invaluable assets" has won support among the people and people are paying more and more attention to the management of water environment.The river chief system is an effective way to realize the grid of water environment management and effectively strengthen the long-term management of river course.At present,Zhejiang province implements the "river chief system" in the whole province,which is led by the party and government leaders and jointly operated by multiple departments to perform the responsibilities of "management,governance and protection",forming a five level linkage "river chief system" : 6 provincial river chiefs,199 municipal river chiefs,2688 County River chiefs,16417 Town River chiefs and tens of thousands village river chiefs.Yongjia County has gradually established a river and lake management and protection mechanism with clear responsibilities and strong protection.The atmosphere of national water control has gradually become strong,and the water environment of the county has continued to improve.In the face of numerous water environment,How to give full play to the role of this river group is worthy of our study and discussion.According to the current situation of the implementation of the river chief system in Yongjia water environment treatment,this paper tries to start with the effect of the river chief system in Yongjia water environment treatment,affirms the positive effect brought by the implementation of the river chief system,summarizes the problems encountered in the specific implementation,such as the water control effect is easy to rebound,the river chief does not perform his duties in place,and the supervision is not in place,and deeply analyzes the underlying causes of these problems.One of the reasons that can not be ignored is that the legal protection is lagging behind,the law does not make specific and detailed provisions for river chief at the national level,the relevant legal liability clauses have not been established,the punishment is insufficient,the cost of breaking the law is relatively low,and it is not enough to play a deterrent role.As an innovative water environment management system,there are still some deficiencies in the management mechanism.For example,the coordination mechanism of up-down linkage and left-right interaction relies on the "chief executive system" to play a coordinating role,with the dense personal management colour.The supervision mechanism with assessment as the main way of supervision is lack of motivation and vitality,and the effect of supervision is not good.The accountability mechanism,which is not clear and detailed,is not strong in operability and easy to be formalized.The incentive mechanism is one-sided and the assessment results are not treated differently,which can not promote the enthusiasm of the river chief to perform his duties.Starting from the three aspects of legal guarantee,management mechanism and river chief,combined with Polycentric governance theory,good governance theory and theory of democratic consultation,this thesis proposes corresponding countermeasures and suggestions,constantly strengthening the forces of river chief,constantly improving mechanism construction,constantly enriching the connotation of river chief system,and promoting the river chief system to play a better role in the real water governance process.
