With the strong support of national policy,China's offshore wind power has seen sustained and rapid development,which plays an important role in optimizing energy structure and improving environmental quality.However,it is still at the beginning stage due to a late start.Meanwhile,as the natural environment around the offshore wind power plant is severe,the operation of Offshore wind power is more complicated than that of onshore wind power with a variety of uncertain risks such as technical risks,financial risks and policy risks.Thus,risk management on the offshore wind power plant is highly emphasized by investors.The life cycle of offshore wind power projects can be divided into construction period and operation period.Since the construction period is short;security risks are mainly concentrated in the operation period.In order to deeply analyze the operational status of offshore wind power and scientifically assess the safety risks,a special research concerning risk management in the operation period of the offshore wind power has been conducted in this paper.Also,corresponding risk management and control measures have been proposed based on various risk assessments,which provide reference for safety management,production and operation in the operation period of the offshore wind power plants.Firstly,the paper has expounded research background,significance,research status of risk management of offshore wind power operation,comprehensively summarized relevant theories of risks in the operation period of offshore wind power projects,introduced risk concepts and characteristics of the operation period of offshore wind power project,and had selective analysis on advantages and disadvantages of common methods for risk identification and risk assessment,so as determined research contents of this paper.Secondly,Jiangsu GH offshore wind plant has been introduced in this paper.Risks existing in operation and maintenance of GH offshore wind power have been analyzed in details by means of risk identification,risk assessment and risk control.Moreover,literature review method and checklist are adopted to form main indicators of risks in the offshore wind plant and to conduct classified assessment on the risks.In additions,a model of assessing operation and management risks of offshore wind power has been constructed on the basis of expert interviews and investigations through the evaluation method of "FMEA,so as to comprehensively assess the overall risk of the GH offshore wind power as well as the weight,the probability of occurrence and degree of correlation of related risk factors.Furthermore,main risk factors including policy coordination,personal safety and natural disasters have been detected in the normal operation and maintenance of offshore wind power.Last but not least,in order to effectively avoid risks during the operation of offshore wind power,the risk management measures,control strategies and specific practices for the operation period of GH offshore wind farms have been proposed in a targeted manner,which can safeguard the smooth process of the project.Hoping that the research in this paper can not only enrich theoretical methods of risk management and operation in the offshore wind power,but also provide effective references for GH offshore wind power plant to do well in risk management and control in the operation period,ensuring that all risks are controlled to convey the company's production and operation.
