Research On Risk Management Of HZ Highway Intelligent Transportation PPP Project

In the modern society with accelerating urbanization,China's urban infrastructure construction and optimization,especially the basic,leading and strategic industries in the national economy such as transportation,are stepping up construction to catch up with the international level.Transportation is an important service industry.In order to guarantee urban construction and economic development,make people's life convenient and efficient,and more effectively improve traffic safety and emergency support capacity,China's construction and intelligent demand for highway projects is increasing year by year.In addition,China has a large number of people and a large demand for construction throughout the country.The demand for the modernization and intelligent optimization and upgrading of the completed highways makes it more difficult for the government and public departments to bear the construction costs and operation and management costs alone.In this case,through the social capital into the construction of the public project operation process,can effectively alleviate the pressure of the public sector,financial,able to quickly gather money,prompting project planning operations as soon as possible,and professional social capital investors can use their advanced technology and professional experience to the construction of the project operation process,can effectively enhance the highway construction and management level.As a result,more and more PPP models have been adopted for infrastructure construction projects in China in recent years.PPP model is a relatively new project financing model,which has not been widely used in some projects in China for a long time.Since 2013,in order to alleviate the financial pressure and debt pressure caused by China's infrastructure construction to government departments and financial departments,the PPP model has gradually been involved in the construction of large-scale projects in China,and it has been widely applied.However,the promotion time of PPP mode is short and the experience is little.Many relevant projects do not have effective risk control when they apply PPP mode,which leads to the failure of the project.This situation causes great losses to all participants of the project.Therefore,effective research is urgently needed to manage and control project risk in PPP mode.This paper mainly starts with the introduction of PPP projects,and introduces the development status of PPP projects of expressway intelligent traffic,the risk content and features of PPP projects of expressway intelligent traffic,as well as the risk evaluation method of PPP projects of expressway intelligent traffic.Combined with the research status and literature research at home and abroad,the HZ expressway intelligent traffic PPP project is analyzed and studied.Through the identification of the risks of the project and the risk assessment under the fuzzy comprehensive evaluation method,the risk of the project is reasonably Shared among the participants,and the corresponding risk solution is finally given.
