Compared with general projects,due to the social and non-profit nature of government investment projects,there are often more risk factors that need to be addressed by managers during the implementation process.In the whole life cycle process of government investment projects,doing a good job in risk management and other related work can effectively reduce the probability of risk occurrence.In this way,government investment projects can be carried out in accordance with the original plan,and obtain the impact expected by the government,social and environmental benefits.The risk management process of government investment projects is similar to that of general projects,mainly including the establishment of risk index system,risk evaluation and risk control.Due to the essential difference between government investment projects and general projects,a reasonable method should be selected according to the project situation when carrying out risk management work.This thesis firstly introduces the relevant theories of risk,risk management and risk management of government investment projects by consulting a large number of domestic and foreign literatures on risk management of government investment projects,and analyzes the establishment of risk index system and the advantages and disadvantages of various methods of risk evaluation.and applicability,and consolidate the theoretical foundation.Taking into account the characteristics and implementation status of government investment projects in our country,using AHP and fuzzy comprehensive evaluation method,a risk evaluation method for government investment projects based on fuzzy AHP is proposed.In addition,this thesis also introduces the common methods and measures of risk control.Combined with the example of the F Industrial Design Project,the risk management in the preparatory stage of the government investment project is studied from the aspects of the establishment of risk index system,risk evaluation and risk control.Through more than 100 years of risk management research and practice at home and abroad,the risk management of government investment projects is to establish a project risk index system,and use appropriate methods to evaluate risks,and then according to the evaluation results,consider the actual situation of government investment projects and the government.According to the characteristics of investment projects,formulate risk control plans.Since the method of establishing the risk index system and the method of risk evaluation have their own advantages and disadvantages and applicable directions,and risk control also has a specific applicable environment,so in the process of risk management,it is necessary to combine the actual situation of government investment projects.Develop risk control strategies for different stages of the project.Combined with the actual government investment project: F Industrial Design Project,this thesis uses Delphi-Risk Breakdown Structure(Delphi-RBS)to establish the risk index system in the preparatory stage of the project,and uses the fuzzy analytic hierarchy process to comprehensively evaluate the risk.Through the above methods,the risk index system in the pre-preparation stage of the F Industrial Design Project can be established,and the risk can be comprehensively evaluated from both qualitative and quantitative aspects,providing managers with more accurate data and theory in a timely manner when making risk decisions.support. |
