The bay area is a type of urban space unique to coastal cities and an important part of the city's coastline.With the rise of the marine economy,the bay area has gradually become the center of capital,talent and logistics in the city.However,the bay area,which was developed simply relying on ports,shipbuilding,transportation and fishery industries,could no longer meet the needs of tourism and leisure,resulting in that the reconstruction of urban waterfront areas in Europe and North America frequentlyin recent years.In addition,the bay area concept was first upgraded to the national level in the "One Belt and One Road" and "Thirteenth Five-Year Plan." In particular,the urban development plan for the “Egangao” bay area was proposedin the 2017 government report,stating that the current economic development in the bay area has become an important part of the national development strategy.Therefore,in light of existing large bay area economic background,this paper starts with the overall planning of the urban space,and mainly uses induction analysis,literature review and empirical research methods.First of all,this paper makes an objective analysis of the existing research and the experience of the world-class bay area;then,on this basis,the urban spatial planning principles,methods and safeguard mechanisms based on bay area economy are proposed from the five levels of positioning,cooperation,transportation,innovation and ecology;finally,taking Haining as an example,the general planning pattern of the city based on the bay area economy was proposed from the four aspects of overall thinking,function orientation,development goals,and major platform construction.
