Study On Implementation Of Master Urban Planning

The significance of urban planning is its implemetation, only through which, could intentions and contents of urban planning be achieved comprehensively and could urban planning be effective. However it is wellknown that urban plan is difficult to be implemented. Since the open-door policy and economic reform were introduced in the end of the 1980's in China, effectiveness of master urban planning was seemed decreased accompanying with the shifting from planned economy to market economy. Both formulation and implementation of master urban plan are faced with enormous challenge. It's urgent to reform master urban planning. Tianjin city was selected as a case study to analysis implementation of master urban planning.After reviewing theory of urban planning implementation and urban planning pratice of tanjin city, a systematic analysis method for analysing urban land use planning implementation was put forward to analysis effectiveness of urban land use planning of the central urban area of Tianjin city. In the process, combination of quantitative and qualitative analysis based on GIS was used to identify not only discrepancies between plan and the reality but also the underlying causes affect effectiveness of urban land use planning in order to reveal the enssential problem of master urban planning of tianjin city. The conclusion could be fed back to formulate subsequent master urban planning of Tianjin city and improve its effectiveness.Based on the analysis of casestudy, the problems of maste urban plan formulation in China were revealed, which resulted in the decrease of effectiveness of master urban planning. At last, recommendations for improving effectiveness of master urban plan formulation were suggested.
