A Study On The Budget Execution Control Of Railway Construction Projects

In recent years,the competition of railway construction projects is fierce,which has the characteristics of large scale of project funds,long return cycle,cost controldifficult,large scale of accounts receivable and high risk of cash flow cut-off.If the project department wants to improve its comprehensive competitiveness,it must strengthen its internal control and improve its management efficiency.Budget management can promote management level,and it is one of the tools that can integrate all the internal control issues.Budget executive control is the most important part of budget management.This paper analyses and studies the literature of budget execution control at home and abroad,and summarizes the research status at home and abroad.The basic theories of budget execution are analyzed,including internal control failure theory,bill of quantities valuation theory,cost and schedule deviation analysis theory,responsibility cost control theory,principal-agent theory,budget ratchet effect and incentive theory.Taking the actual railway construction project A as an example,through field investigation,questionnaire survey and other methods,collect and obtain all kinds of data and data of the project A.This paper analyses the situation of project budget execution control,and finds that there are some problems,such as unclear main body of budget execution responsibility,unclear power and responsibility,low level of budget execution informatization,lax supervision of budget execution,and one-sided evaluation of budget execution.Analyse the reasons for the problems and seek measures for budget improvement and improvement,including:setting up budget management team,subdividing budget indicators;strengthening the training of budget execution related personnel;improving budget execution organizational system;building data warehouse,creating data sharing platform;strengthening software and hardware upgrading;and strengthening the above-mentioned.We should strengthen the management of work inspection and valuation,strengthen cash flow management,establish a perfect budget feedback mechanism,establish a budget execution and analysis mechanism,establish a whole process responsibility cost management mechanism,strengthen internal and external audit and supervision mechanism,establish scientific and reasonable evaluation indicators,and establish an effective reward and punishment mechanism.The effect of budget execution measures is analyzed.It is found that the budget management level of project A can be improved,the budget rigid constraint can be strengthened,and the market competitiveness of project department can be enhanced.
