At present,in the face of a wide variety of spatial planning at all levels,overlapping content and conflicts,and the lack of a perfect planning system,in May 2019,the General Office of the Central Committee of the Communist Party of China and the State Council issued a number of opinions on the establishment of a national spatial planning system and supervision of implementation.",Which proposes the integration of multiple spatial planning systems,collectively referred to as land space planning,and a unified land and space planning system based on" dual evaluation "(assessment of resource and environment carrying capacity and suitability of land and space development).At the same time,as the key and core of territorial space planning,the comprehensive function of territorial space is generally inconsistent with various types of zoning goals,the basis and methods of zoning are not unified,and the zoning system is not comprehensive.The theoretical method and evaluation system of spatial comprehensive functional zoning provide new ideas and new ideas for the overall optimization of the spatial layout of ecology,agriculture,towns,etc.It has a guiding role in the delineation of the comprehensive functional zoning of land and space.The new round of territorial space planning has very important guiding significance.In this context,from the perspective of the "three lives" space,this paper uses Kunming as the research area and "dual evaluation" as the basic theoretical method to carry out the delineation research of the land and space comprehensive functional zoning with the land map as the evaluation unit.The main contents and conclusions of the study are as follows:(1)Introduce the concept of "three lives" space and link it with the current land use data to build a "three lives" space classification system,reveal the overall structure and regional differences of the "three lives" space,and use an information entropy model,Equilibrium degree,dominance index and principal component analysis method,analyze the spatial structure changes and driving factors.The results show that Kunming's ecological space occupies a dominant position,and changes in the spatial structure are not only constrained by natural factors,but also affected by economics,population,and policies.(2)According to the ecological evaluation indicators and systems in the "Double Evaluation",combined with the current situation of Kunming's resources and environment and the goal of ecological protection,select two aspects of ecological sensitivity and ecological importance that are important for ecological protection in Kunming.Evaluation.Among them,the sensitivity of the ecosystem is mainly the sensitivity to soil and water loss.The importance of the ecosystem includes the importance of the protection of biodiversity,the importance of soil and water conservation,and the importance of water conservation.The results show that the importance of ecological protection in Kunming is relatively low,moderately important,high,and the highest areas occupy 0.17%,11.95%,61.16%,and 26.72% of the city's land space respectively.(3)Based on the evaluation indicators and systems for living and production in the "Double Evaluation",combined with the current development situation in Kunming,the applicability of construction and development and the applicability of agricultural development were evaluated.The results show that: construction and development are not suitable,generally suitable,more suitable,and the most suitable areas occupy 33.60%,58.88%,6.53%,and 0.99% of the city's land space;agricultural development is not suitable,generally suitable,suitable,and most suitable areas occupy It has 12.12%,29.55%,46.50%,and 11.83% of the city's land space.(4)Based on the results of the evaluation of the importance of ecological protection and the suitability of construction and development and agricultural development,the evaluation of the “three lives” functional suitability was carried out with the land map as the evaluation unit,and the production,living,and ecological function space was used as the first-level space.Based on this,six secondary functional spaces are divided,and the three-dimensional fourth-order magic method model is used to comprehensively determine the dominant function of the map-like spots in various places,to delineate the comprehensive functional zoning of land and space,and to construct agricultural production and living construction.2.The ecological conservation function space proposes control measures and suggestions.The results show that the basic agricultural production area,basic living utilization area,ecological conservation buffer zone,ecological compound development area,reserve agricultural production area,and suitable living construction area respectively occupy 9.65%,2.04%,26.52%,and 54.98% of the city's land space.,3.13%,3.68%.This article is an active exploration of the planning system and zoning methods in the new period.The research conclusions can effectively improve the ability of natural resources protection and reasonable development and utilization in the new period.At the same time,it provides a basis for the scientific preparation of land and space planning and reasonable formulation of space development control strategies.
