Research On The Road Administration Problems And Countermeasures In Pulandian District From The Perspective Of Decentralized Control And Service

The reform of deregulation and management is an important part of the deepening of institutional and administrative reforms of government agencies at all levels in our country in the new era.Pulandian District is a new administrtive district in Dalian(October 2015,the State Council approved the withdrawal of the city change zone).In order to improve the layout of the ordinary highway network in Pulandian District,improve the technical grade and resource transportation capacity of the highway network,stimulate the local economy,and protect the right of road production.Based on the perspective of decentralized service,this paper studies the problems and countermeasures of road administration in Pulandian District,and provides some references for strengthening road administration in practical work.This article takes Pulandian District Road Administration Management in Pulandian District as the research object.In view of the current situation and problems of Pulandian District Road Administration Management,the Dalian Road Administration Law Enforcement Team Pulandian District Brigade is the main body of the government department.,New public services,highway road administration management and other theories as a guide,based on literature review,interview survey,comparative analysis and other methods,the main work is as follows: 1)Study the current situation of road administration management in the Pulandian District under the "delegation of service" Including the basic situation of the road,the current situation of the road administration system,the current situation of the road administration organization,and the new measures of road administration;2)The problems existing in the administrative law enforcement of the road and road administration department in Pulandian District,including the low quality of the road administration law enforcement team and the weak awareness of the rule of law;The work arrangement is relatively rough;the concept of rule of law and road administration and serving the masses are insufficient.Analyze the reasons behind the problems,including the highly planned personnel management mechanism of the road administration team;the lack of the use of informatization means in the road management;the inadequate regulations and rules of the road administration;This article proposes three countermeasures to improve supervision and create a legalized environment;continue to simplify administration and decentralization,fine road administration;optimize government services and improve the level of government services.The research on highway road administration in Pulandian District is conducive to protecting the integrity of the highway,maintaining the quality of highway use,protecting the order of the highway operation area,improving the driving environment,reducing construction investment,and strengthening the regional management order.The countermeasures proposed in this paper to improve highway and road administration can cater to the reform of deregulation and management,so it has strong practical significance.
