Research On The Problems And Countermeasures Of Tianjin Maritime Safety Administration Government Service Reform

The reform of "streamlining administration,delegating power,combining deregulation with regulation,and optimizing government service"(hereinafter referred to as "delegating,regulating and servicing")is an important initiative implemented by the new government since the 18 th National Congress of the Communist Party of China to promote the construction of a service-oriented government and deepen the Reform of Government Service.As a maritime administration directly under the Ministry of Transport,the Tianjin Maritime Safety Administration(hereinafter referred to as MSA)has continued to advance the reform of maritime government services in accordance with the "delegating,regulating and servicing" reform deployment by the State Council and the Transport Ministry,achieving good results,but it is still far from the needs of economic and social development and the people’s expectations.The China MSA,as the competent authority for the supervision of maritime traffic safety and the ship pollution prevention,research on its government service reform is of great significance in promoting high-quality development of maritime system itself,optimizing the port business environment and serving the overall situation of national strategic development.This thesis adopts social research methods such as literature analysis,questionnaire,comparative analysis,and case studies.Taking the government service reform of Tianjin MSA since 2013 as the research object,the data collection and analysis of the questionnaire survey of administrative service counterparts in the jurisdiction of Tianjin MSA.Analyze and understand the current status,satisfaction and true opinions of the counterparts on the various government service reforms.At the same time,based on comparative analysis and reference of advanced reform experiences and practices from domestic and foreign,and in combination with the actual situation of the jurisdiction of Tianjin MSA,specific countermeasures and suggestions for Tianjin MSA to further deepen the reform of government services are proposed,these include deepening the classified reform of maritime administrative examination and approval,innovating in-process and afterwards regulation,strengthening the "Internet +" and informatization construction,promoting openness in government affairs,strengthening performance appraisal,and encouraging the participation of social forces,etc.With a view to make suggestions for Tianjin MSA and the national maritime system to further promote the reform of "delegating,regulating and servicing".
