In 2016,the total loss of aquatic product production in China totaled 16.443 million tons,the affected aquaculture area reached 106.9 thousand hectares,and 1987 sunken ships,totaling 165 people died,disappeared or seriously injured,resulting in direct economic losses of 28.779 billion yuan.There were 314 fishing boat accidents in China,causing 349 deaths or disappearances.Fishing boat accidents seriously threaten the lives and property safety of fishermen.By analyzing the data and causes of fishing boat accidents at home and abroad,it is found that human factors are the main causes of fishing boat accidents.At present,it has not been found that domestic scholars have made a comprehensive assessment of the human factors affecting the safety of fishing vessels.Therefore,through the analysis of the impact of human factors on fishing vessel safety,this paper establishes a comprehensive assessment model of human factors on fishing vessel safety,which is innovative in assessing fishing vessel safety,but also has important practical significance.Based on the theoretical basis of psychology and safety behavior,and on the basis of visiting and researching the fishery safety management organizations,navigation colleges and other industry experts and scholars,this paper comprehensively analyzed the human factors affecting the safety of fishing vessels by analyzing the data of the number,causes and mortality of accidents of fishing vessels at home and abroad in recent years.On the basis of the principles of maneuverability,the evaluation index of human factors affecting the safety of fishing vessels is determined,the connotation of each evaluation index is discussed in detail,and the comprehensive evaluation index system of human factors is constructed.On the basis of defining the evaluation criteria of each evaluation index,this paper,based on analytic hierarchy process(AHP)theory and questionnaire,conducts a relatively extensive investigation and consultation to the experts and scholars in the industry,calculates and processes the data with MATLAB software,obtains the weight distribution of each evaluation index of human factors,and establishes the artificial safety of fishing vessels based on the theory of fuzzy comprehensive evaluation.The comprehensive evaluation model of factors,the model in this paper can only be applied to crews of ocean fishing vessels.In order to verify the scientificity and rationality of the evaluation model,this paper randomly collects data from three fishing crew members of an ocean-going fishing company,and then validates the established assessment model for human factors of fishing vessel safety.The verification results are in good agreement with the subjective judgment of the safety management experts of fishing vessels.Therefore,using this model to evaluate the human factors of fishing vessel safety can objectively reflect the safety situation of fishing vessel.
