Research On The Construction Path Of Nanjing's Public Cultural Service System Under The Background Of "Internet +"

In July 2015 the State Council printed and distributed " About actively promoting "Internet +" action guidance",with special emphasis on Benefiting the People service role of the "Internet +".Public cultural service is one of the important functions of public management."Internet +" plan is the product of adapting to big data and cloud computing for the service-oriented government' s construction.This thesis mainly discusses the construction path of Public Cultural Service System of Nanjing in the background of“Internet +",which combined with the author' s relevant work experience,explores the achievements,problems and reasons of the current Public Cultural Service System of Nanjing.Put forward development strategy under the background of "Internet plus",trying to provide a reference for the construction of Public Cultural Service System of Nanjing.In recent years,the construction of public culture is being carried out in an orderly way with the attention of all parties.Nanjing has made some achievements,including new venues,the creation of the Jinling Academy and the establishment of the general branch system of the museum.In addition,the Jinling library has achieved remarkable achievements in the construction of public cultural digitization and sharing projects,and the "520 Theatre","Forest Music Festival" and "Nanjing's passing activities" are all successful in the construction of "brand".At the same time,some of the drawbacks of the original system have constantly emerged under the influence of "Internet plus",such as the insufficient investment of government funds,insufficient service of public cultural,lack of professional talents in public cultural services and non equalization of public services and other issues.In order to solve these problems,the construction of public culture service also faces the reform of thinking,the change of content and the change of management.The relevant departments of public culture should gradually draw into the competition mechanism,improve the service quality and reduce the service cost.In western developed countries,although there is no concept of "Internet plus",but the development of Internet technology is quite mature.In the field of public cultural services,there are many excellent experiences worth learning from the application of Internet of western developed countries,combined with the consideration of Nanjing's own development.This thesis is trying to provide public cultural service system more feasible countermeasures and some new ideas to government based on "Internet plus",including establishing correct consciousness,mobilizing social forces,strengthening market exploration,improving and implementing relevant policies and measures,constructing supervision and evaluation system etc.We can foresee that the "Internet plus" construction has become the general trend of city construction and how to use the "Internet plus" is worth exploring.The"Internet + public cultural service" will build a more open and equal public cultural system,as well as the technological innovation and continuous development will directly force the existing public cultural service mode to change.
