Research On The Equalization Of Basic Public Cultural Services In Urban And Rural Areas Of Hegang City

The public cultural service is one of the most important factors which could build up the service-oriented government and enhance our national soft power,and it has profound meanings for the harmonious society.The public cultural service is firstly pointed out in the report of the sixteenth National Congress.The sixth plenary session of the 17 th communist party congress passes an “Resolution”,which is about the reform of cultural administrative system and Cultural development and prosperity,the “Resolution” is a key strategic deploy about cultural topics,and the political meaning of culture has the unprecedented attention.The third plenary session of 18 clearly point out the promotion of equal access to public cultural services.In such a background,the public cultural service is not only the hot topic to academic theory,but also is a key one to the service-oriented government.The public cultural service reflects the government responsibility.The citizen has right to enjoy the cultural right,especially the basic right of public cultural service.Our government realize the equal access to public cultural services,which could promote the equally culture right to the citizen.There are many researches about the public cultural service,but most of them are the studies in national and regional area or are about the theoretical research.Therefore,there is less about case studies or the region of city and county-administrating-city.However,county and municipal level are the primary power to cavil's cultural right and the equalization of public cultural services,and especially for the equalization of public cultural services in the region of city and countryside.In this paper,the main object of study is urban area and municipally administered county in He Gang city.Through the questionnaire to the citizen,the writer analyses the present situation of urban and rural basic public cultural services in He Gang city and its prime problems and restricted factors in development.In view of this,the author comes up with the countermeasures and proposals in order to realize the urban and rural equal basic public cultural services in He Gang city in two considerations of macroscopic measures and concrete methods,which the theoretical analysis and simulation results are practical.
