Zhou Jihua was an official in the Qianlong and Daoguang years of the Qing Dynasty,who was educated in agriculture,clean and honest,and loved the people.During his tenure as a local official in Xinghua,Jiangsu,and Huixian County,Henan Province,he inspected the folk customs,developed production,established education,focused on education,broke superstition,maintained law and order,and made outstanding contributions to local development.The two official books written by Zhou Jihua after his retirement,"Hailing’s Political Records" and "Gong City from Political Records" are the records and summary of their governance concepts and governance measures in Xinghua,Jiangsu and Huixian,Henan.Although the contents of the two bureaucratic books are closely related to the local social conditions and folk customs,the official ideas reflected in them are very similar and have the same effect.The function and essence of the bureaucratic book is to teach officials how to govern,and the official task of the officials in the feudal society is to maintain the feudal rule and ethics,which is not difficult to explain the similarities between the two bureaucrats."Hai Ling from the Political Record" and "Gong City from the Political Record" contain historical materials in the political,economic,legal,religious,educational,water conservancy and other aspects of the Qing Dynasty,and have considerable research value.
