| With the acceleration of urbanization in China,economic development zones and new urban areas have sprung up in large numbers.With their rapid development,problems such as increasingly prominent homogeneity,increasingly blurred regional characteristics,weakening driving forces for development and increasing competitive pressures have gradually emerged.How to form sustainable driving forces for development through innovation of development modes in the future so as to make them in the new situation and new normal conditions?Undertaking the responsibilities of local economic development,social culture and ecological civilization construction is an urgent problem to be solved.Qujiang New District is a new economic development zone and urban development zone established by Shaanxi Province and Xi'an,which is dominated by cultural industry and tourism industry.It is not only an important part of the "five districts,one port and two bases" of Xi'an,but also an important bearing area for the construction of an international metropolis with historical and cultural characteristics.Since its establishment,the development achievements of "Qujiang Model" have attracted great attention.Aim To provide a typical case of special economic development zones and independent new zones dominated by cultural tourism industry in Western China.Qujiang New District has dual attributes of economic development zone and urban new area.Its development mode has positive demonstration function and practical significance.At the same time,it also has common problems existing in most of the development zones and urban new area in our country at the new stage of development,especially in the new normal situation,the problems are more prominent and urgent,and the development mode of Qujiang new district is coming out to adapt to the new era.In view of this,this paper completes the following research work:Firstly,based on the concept definition and literature analysis of economic development zones,urban new zones and related research on Qujiang new district,this paper tries to define the concepts of "economic development zones","urban new zones"and "cultural tourism development zones",and through defining typical domestic economic development zones and urban new zones.Based on the comparative analysis of regional development models,this paper puts forward the experience of relevant development models.Secondly,the paper systematically combs and studies the current situation and development process of Qujiang New District,comprehensively analyses and summarizes the characteristics of the development mode of Qujiang New District from the aspects of management mode,operation mode,industrial mode and path mode,and puts forward that Qujiang Model is a new development mode of "culture+tourism+city"combined cultural tourism industry and urban economic integration development.Culture is the basis of the development of Qujiang New District,tourism highlights the characteristics of the development of Qujiang New District,urban operation promotes the establishment of Qujiang Model,and systematically summarizes and explains the connotation of Qujiang Model,and ummarizes the advantages and experiences of Qujiang Model.Thirdly,the paper explores and studies the deficiencies and problems of the development model of Qujiang New District from three aspects:management model,industrial development and social development.Therefore,in order to meet the challenges of future development,the corresponding countermeasures of management mode innovation,industrial mode innovation and social development management innovation in Qujiang New District are put forward.The tentative innovation of this paper lies in:inheriting and developing the research results of the past development process and development mode of Qujiaing New District,based on the dual characteristics of economic development zone and urban new area,and from the perspective of strategic transformation,making a general analysis of the development path and characteristics of Qujiang New District which are different from other development zones and urban new areas,and innovating the development concept,mechanism and system,etc.It is of great theoretical and practical significance for the future development of Qujiang New District and the regional leapfrog development under the domination of cultural tourism industry in the western region to transform and upgrade its development model innovatively so as to get rid of its original unsustainable development model of "real estate back-feeding industry". |
