In recent years,under the background of cultural industries become a pillar industry of national economy,the General Office of the State Council has issued the "Outline of the National Plan for the Reform and Development of Cultural Development during the 13 th Five-year Plan",further clarifying that the great rejuvenation of the Chinese nation requires that Chinese culture Development and prosperity as the conditions,continue to promote the reform and development of cultural industries,grasp the correct orientation,realize the full prosperity of cultural undertakings and enhance the vitality of cultural industries.At the provincial and municipal levels,Shaanxi Province proposed the development strategy of building a strong culture province and issued a series of supportive policies such as "Several Policies and Measures on Further Accelerating the Development of Shaanxi Cultural Industry".In particular,at the municipal level,The Thirteenth Party Congress further proposed the strategic plan of "focusing on 369 and rejuvenating Xi’an" and the goal of building "Silk Road Culture Highlands" so as to double the cultural industry.It also clearly pointed out that it is necessary to make every effort to build a well-New District as the core and leading Xi’an cultural industry corridor.Qujiang New District is the first national-level cultural industry demonstration zone in China.In 2017,the added value of cultural industries reached 6 billion yuan,accounting for one-tenth of that in Xi’an.At present,there are over 70 cultural enterprises,accounting for one fifth of Xi’an.While continuously consolidating the traditional cultural industries,Qujiang New Area continued to enhance its core competitiveness by relying on the development of emerging cultural industries and formed a gathering effect of cultural industries.It is estimated that in 2021,the added value of cultural industries will exceed 300 billion yuan,so that with absolute core competition Advantages,continued to promote the great development of cultural industries in Xi’an,to ensure that Qujiang New Area to become the province’s city,and even the development of the cultural industry leader.Firstly,based on the theory of strategic management and the tools such as Porter’s Five Force,PESTL model,Boston matrix and SWOT Analysis,this paper systematically analyzes the internal and external environment for the development of cultural industry in Qujiang New Area and the of the development of cultural industry present situation in Qujiang New District.Secondly,based on the theoretical analysis of the culturalenvironment,challenge,advantages and disadvantages in Qujiang New District under the new situation,the dissertation analyzes the basic principles,development orientation,overall layout,strategic planning,strategy implementation strategy of Qujiang New District’s cultural industry.Finally,the paper also gives the relevant safeguards in connection with the effective implementation of strategic planning,which provides a more scientific and detailed reference for the development of cultural industry in Qujiang New District.
