Public opinion is accompanied by human activities and has an impact on human social life that cannot be ignored.As early as the pre-Qin period,the ruling class realized that public opinion had the functions of public opinion supervision,propaganda and education,and military mobilization in political life.Therefore,the government set up Information collecting officials and open channels of public opinion in order to understand public opinion and adjust policies and guidelines timely.Public opinion is not only a reflection of reality but also a man-made process.It has irrational characteristics.Because of the separation of the countries,the inconvenience of traffic,and the urban-rural differences,etc.,the public opinion also presented regional characteristics.In the process of the Qin Dynasty's conquest of the six countries,the conditions for information dissemination were gradually improve.But at the same time,the public environment was also moved from freedom to authoritarian unity.After completing the reunification of the territories,Qin also stepped up the unification of ideology and public opinion,increased propaganda for the legitimacy of the Qin Dynasty by means of "Five Virtues" and "Eastern Inspection of Stones";suppressed people's thoughts and guided the direction of public opinion by means wooing the Kanto intellectuals and taking officials as teachers.In order to control the people's leisurely mouth and complete the ideological unification,the harsh law is adopted to suppress unfavorable speech.However,the emergence of public opinion is based on the development of reality.The strict control of the ideological and public opinion also reflected the weakness and dissatisfaction of the dynasty itself.The Qin Dynasty abused the people,exhausted the martial resources,and the rulers were out of touch with reality,and the huge cultural differences between Qin and the six countries could not be eliminated in a short period of time and other objective facts,so that the words"destruction of the Qin dynasty" came together one after another at the end of the Qin Dynasty.A flood of public opinion accelerated the demise of the Qin Dynasty.The failure of the public opinion control policy of the qin dynasty provided experience and lessons for the public opinion policy of the han dynasty.The public opinion policy of the han dynasty was much looser and milder than that of the previous dynasty.At the same time,the rulers of the han dynasty also adopted powerful political means to publicize and maintain the official guiding ideology,so as to achieve the goal of unifying ideology and public opinion autocracy.Different from the qin dynasty,the han dynasty chose a policy that was closer to the reality and more covert,but still put the people's thoughts under the ideology of imperial power.It can be said that the qin dynasty opened the precedent of the ancient tyranny of public opinion and had a profound impact on later generations.
